Lauded for the passage last year of a billcommitting $5.4 billion to a roads andbridges program, Colorado Governor JaredPolis forwards a radical notion:infrastructure legislature can be tackledthrough bi-partisan cooperation.“We built a strong coalition that includes thebusiness community, it was a top priority ofthe business community,” says Polis. Butthat same coalition also included Colorado’svery active environmental community, aswell as “working with unions and workerrepresentatives.”If the idea of people and groups, with oftendivergent agendas, coming together intoday’s politically polarized environmentseems hopelessly quaint, consider thefollowing: “This was an extraordinarybipartisan alliance outside of our capital,”notes Polis, that also included “Republicanmayors and Democratic mayors,” as well as“some bipartisan support in the Capital.”Such across-the-aisle maneuvering maysurprise long-time Polis watchers, notingthat when he was in Congress, he built aDemocratic fundraising operation thatraised $3.6 million for the election of 2004. But the 47-year-old Polis, who was electedGovernor in 2018 with 53.4% of the vote,early on looked at the massivetransportation challenges confronting oneof the fastest-growing states in the unionand decided that were some issues thattranscended partisan concern.The coalition that he fostered to tackle thestate’s transportation issues, says Polis, wasultimately a coalition where “no one party goteverything they wanted, but the state as awhole had our infrastructure and road issuesaddressed and we have been able to fix theroads as a result.”The $5.4 billion legislation was signed intolaw by Polis last fall, a 10-year holistic plandesigned to build out the state’s roads andbridges, create vehicle charging stations, andboost mass transit, among other priorities.The measure also committed itself toreducing air pollution, an issue that maysurprise outsiders given the CentennialState’s long-standing reputation as one of thecleanest and most environmentally-orientedstates in the country.“Like New Mexico, like the entire country, wehave people who drive cars, and at this point,the vast majority of cars use internalcombustion engines,” notes Polis.2022 Construction Reporter, LLC, All Rights Reserved. But he quickly adds: “We are very proud that13% of the new vehicles sold last month inColorado were plug-in electric, considerablyahead of the national average.”Even more, says Polis, the goal is “100% with theelectricity grid by 2040. We now have locked inan 80% reduction of carbon emissions by 2030,that’s less than 8 years. The clock is ticking: 2030is closer than it sounds.” Meanwhile, Colorado has aggressively moved onan ambitious plan to repair and build roads in thestate’s vast rural stretches, roads that have foryears been neglected due to a lack of fundingsupport.A recent release issued by the ColoradoDepartment of Transportation noted that some622 miles of rural roads were paved in 2021.And that’s on top, notes Shoshana Lew, of the“570 miles we did last year.”Lew makes particular note of work on a segmentof US Route 50 between Grand Junction and thetown of Delta in western Colorado that wascompleted late last year. “It’s been commonlyknown as the ‘roller coaster’ because it was sobumpy and had so many dips,” says Lew.The work has not only removed those bumps anddips, but has also seen striping improvementsand new guardrails, a project with tangibleresults satisfying both drivers and local officials.To date, some 85% of the projects in thefirst four years of the 10-year plan areeither complete or substantiallyunderway.Polis acknowledges that many or most ofthe transportation and infrastructureissues confronting Colorado today are theresult of its incredible popularity as amove-to state. According the latest U.S.Census figures, Colorado ranked number8 among the top ten states with thefastest growth rates.Reflecting that trend, the state’spopulation jumped from 4.3 million in theyear 2000 to just barely under 6 millionthis year. Growth, public planners acknowledge, canbe a two-edged sword. For decades,Oregon made much of trying to put a lidon the number of people moving therewith a sign at the California border thatpointedly announced, “Welcome toOregon—We Hope You Enjoy Your Visit.” Polis has no intention of ordering similarsigns for the various entry points intoColorado. “It’s a free country, and peoplecan live wherever they want,” he remarks.“But we want to make sure that as peopledo move to Colorado because of our greatquality of life and great businessenvironment, they will do so in a way thatis sustainable and doesn’t decrease thequality of life for those of us who arealready here,” Polis says.Managed and sustainable growth, theGovernor continues, “will keep ournatural environment pristine and ourother recreational opportunities availablefor the next generation.”2022 Construction Reporter, LLC, All Rights Reserved. Other duties may be assigned. •Manage and supervise day-to-day operations of staff teams on assigned projects.•Initiate, review and oversee required project administration and documentation to avoid claims and protect thebest interest of CSUSASW and our client.•Ensure contract agreements are expeditiously secured, reviewed, processed, and executed.•Review, edit, finalize, and distribute project budget.•Supervise field staff and create a cohesive project team.•Conduct pre-construction turnover meetings for all assigned projects.•Ensure required permits and/or licenses are obtained and posted.•Initiate setup, monitoring and updating of project scheduling.•Coordinate required procurement of materials and equipment with purchasing agent, with emphasis on buyoutplan to meet, or improve on, established schedule dates and budget cost.•Subcontract agreement negotiation, preparation, processing, and execution.•Ensure required submittal review, processing and approvals, and submittal logs are set-up and maintained.•Develop, submit, and obtain approval of billing schedule of values.•Maintain an over billed cash position, and request retention release bill-down/payments.•Collect payments, progress billing and retention receivables, on or before due dates.•Price negotiate and process change condition and change order work.•Ensure assigned projects are properly staffed with appropriate field forces. This includes: 1) review, updatingand approval of labor resource loading; and 2) labor productivity.•Oversee tools and rental equipment use on all assigned projects. Ensure that any tools and rental equipmentnotrequired, or not being utilized, are returned immediately.•Responsible for overall financial performance of all assigned projects, including continual cost control,management, and forecasting.•Prepare accurately, and submit on time, all required project monthly contract valuations.SUMMARY Plan, direct and coordinate activities of designated mechanical, plumbing, and sheet metal constructionprojects. Virgin Galactic is opening ticket sales tomorrow for members of the public to reserve theirspots on flights to space, according to a Tuesday news release.The announcement comes seven months after Sir Richard Branson took one of theinaugural flights to space and more than a decade after the company announced itsintention to bring space travel to the public.Virgin Galactic expects flights to begin later this year. SENATE PASSES CANNABIS LAW CHANGES, ADDS NEW WATER RIGHTS LANGUAGEBy Andy Lyman, NM Political Report 02/15/2022The New Mexico Senate approved a bill lateMonday night that aims to clean up languageof the state’s Cannabis Regulation Act,increase production limits for small cannabiscompanies and allow those smallercompanies to wholesale cannabis to and fromother cannabis businesses. The most significant changes SB 100proposes are increasing plant limits forcannabis microbusinesses from 200 to 1,000,allowing those types of businesses to buy, selland transport cannabis from othercompanies and allow medical cannabiscompanies that were previously required tobe registered as nonprofits to become for-profit companies. After an amendment in a committee hearingthe day before, nearly all of the debate on theSenate floor was devoted to water issues,even though the original bill did not addressany changes related to water.
