The encouraging numbers are in the mostrecent office space net absorption forecastissued by the NAIOP Commercial Real EstateAssociation.The organization had earlier envisioned anational office space net absorption of around1.8 million square feet for the final quarter ofthis year. But now in its most recent release, itpegs that number at a significantly higher 8.3million square feet for fourth quarter 2021.Compiled by Hany Guirguis, a professor ofeconomics and finance at Manhattan College,and Michael Seiler, a College of William & Maryprofessor of real estate and finance, the newsurvey, Office Space Demand Forecast, FourthQuarter 2021, makes a strong statistical casefor an expanding post-pandemic economy.“The economy has grown and unemploymenthas fallen faster than projected,” Shawn Moura,NAIOP Research Director, says by way ofexplaining the buoyant figures for the end ofthis year.This means that a negative 33.6 million squarefeet of net absorption earlier projected for theprior two quarters by NAIOP has ended up beingonly a negative 12.6 million square feet, notesMoura, who characterizes the change as a “asharp improvement from the negative 58.4million square feet of absorption over the priortwo quarters.”“That was despite the most recent surge ofcoronavirus infections due to the delta variant, asignificant headwind that the second quarterforecast could not have accounted for,” continuesMoura. In fact, notes a narrative accompanying theNAIOP survey, “Infection, hospitalization, anddeath rates have all declined, signaling it is nowsafer to return to in-person interactions whencompared to just two months ago.” Additionally, taking into account the AtlantaFed’s most recent 8.2% real Gross DomesticProduct growth rate for the final quarter of 2021 Construction Reporter, LLC, All Rights Reserved. this year, Moura says NAIOP’s overall forecasts“call for a swing to positive net absorption in thefinal quarter of the year.”But nothing in the world of real estate forecasts,or more particularly, office space absorption, iscertain, with the uncertainty more present thanever due to a strange confluence of factors. Oneof those factors is the employment rate. “Given the nationwide labor shortage,recruitment and retention are primary concernsfor employers,” notes the survey.“With workers demanding not only greaterwages and benefits, but also more flexibleworking conditions, employers are likely tocontinue to offer hybrid and remote workoptions at higher rates than before thepandemic,” the survey continues.This means some offices may be operating at fullcapacity, while other will be only partiallyoccupied, a reflection of the nation’s newtelecommuting alternatives.Even so, the overall occupancy trend line isgood, particularly when compared with recenthistory, says Moura. “The forecast for net absorption of 53.5 millionsquare feet next year, or 13.4 million squarefeet per quarter, is actually above the 2015-2019 quarterly average of 11.6 million squarefeet,” remarks Moura.Those years saw an economic expansion definedby New York Magazine as “the longest inAmerican history.”“Some of that above-average absorption can beattributed to an expected return to the officeamong tenants who had cut back on leasedspace or deferred expansion since Anticipating that the nation’s economic growthwill eventually return to what might be describedas the more normal pre-pandemic levels, theNAIOP survey, says Moura, is now calling for an“average quarterly absorption of 11.4 millionsquare feet in the first three quarters of 2023.”Interestingly, the latest NAIOP survey alsoreveals that an increase in such factors as leasingactivity and deal flows have in recent monthstended to favor office space in suburban marketsover those in central business districts. At the same time, says the survey: “Demand fornew office buildings is favorable, as new buildsoffer the flexible work environments demandedin today’s more uncertain world.”Illustrating the roller coaster of office absorptionrate forecasts, the NAIOP survey also shows afinal quarter 2021 office space demand of 8.3million square feet, to be followed by 16.4 millionsquare feet exactly one year from now, and 10.8million square feet in the spring of 2023. One of the oldest operating airports in NewMexico is reviewing a plan that may allowfor future facility growth. Officials with the Las Cruces InternationalAirport, located at 8990 Zia Boulevard onthe southwest side of the city, say they arein the process of updating a master planthat could result in both runway upgradingand extension work. Experts say the growth potential for theairport is almost unlimited given itsproximity to the booming SpaceportAmerica base some 80 miles or so to thenorth. The flipside is the enormous responsibility and financial risk thatcomes with starting a new business, even for experiencedcommercial real estate brokers.Jim Klein, SIOR,Klein Commercial Real Estate“Some of my friends at the big shops admire theindependence and not having all of these corporatetentacles restraining you in what you can do, and they’reenvious of those lack of restraints,” says Jim Klein, SIOR,who has been operating as a sole proprietor and presidentof LA-based Klein Commercial Real Estate for over 25 years.“But you really have to pick your place in the market. I’mlucky, I’ve got a long history behind me, but getting out therenow…you really have to be selective and capable and havereally incredible skills. I’m actually seeing more people goingtowards the big shops, maybe because of the support,recognition, and less personal frustration.”Klein broke into the CRE business nearly forty years ago,learning the ropes at national firm Grubb & Ellis beforeopening Klein Commercial in 1995. Since that time, he hasbeen largely on his own, with the exception of theoccasional intern, some outsourcing to graphic artists, and arecently added part-time tech person. Klein says one of themost important ingredients in his success has beenmaintaining his focus, and for him that means workingalmost exclusively with industrial clients—and morespecifically, corporate users, on both a local and nationalbasis. Thetotal net absorption in 2022 is forecast to be 53.5 millionsquare feet with a quarterly average of 13.4 million square feet.In 2023, the projected net absorption is 34.3 million square feetduring the first three quarters, with a quarterly average of 11.4million square feet.This forecast is dependent on continued economic growth,which seems plausible given recent data. The measuredunemployment rate in September was 4.8%, down from 6.1% inApril. Supply chain issues have resulted in higher consumerprices and stoked inflationary concerns. In a first forspace gardening, an astronaut pickedexactly seven mature peppers in lateOctober. On social media, the Americancrew, along with their internationalcolleagues, celebrated the harvest andshared photos and videos of the dark-green fruits floating in microgravity,where people and objects appear to beweightless. They even threw a taco partyseasoned by the inaugural crop of space-grown chiles.Their journey started in the summer when48 chile seeds boarded a spacecraft at theKennedy Space Center in Florida. In a statement from president and CEO ofMother’s Meds, Tony Martinez, the companywas awarded a cannabis production licenseby RLD on November 1, 2021. In thestatement, Martinez attributed thecompany’s “hard work, due diligence, andadaptability,” along with the “businessfriendly attitude” of San Juan County forMother’s Meds getting the first productionlicense, outside of the 34 legacy producersthat carried over from the Department ofHealth. Martinez said Mother’s Meds, which is doingbusiness as Lava Leaf Organics, will not likelyhire many employees, but instead plans toestablish contracts with other professionals. “My least favorite part of business is placing avalue on another person’s efforts and talents;this model allows people more control overtheir destiny and to work with us, not for us,”Martinez wrote in a statement. “I believe thiswill allow our community to attract andretain more talented professionals than ourcompetitors.”A spokesperson for the state’s CannabisControl Division confirmed on Wednesdaythat the department issued Martinez’scompany a license, but added that there isstill a pending background check. “Mother’s Meds has been issued a cannabisproducer’s license and that license will gointo effect as soon as all background checkrequirements are met,” divisionspokesperson Heather Brewer said in astatement. “The Cannabis Control Divisionis excited to start issuing licenses and looksforward to public announcements andcelebrations of new businesses as theDivision works to stand up a thriving adult-use cannabis industry in New Mexico.” Martinez said his company “will continueto comply with all CCD rules andregulations.”Martinez, along with his brother and fatherunsuccessfully applied for a productionlicense through DOH in 2015. The U.S. Senate is now in the process ofreviewing legislation that will providerenewable energy credits, as well as fundingfor affordable housing.The measure, as passed by the House on a 220to 213 vote, is officially called the Build BackBetter Act.While the energy and affordable housingsections of the legislation have proven largelypopular, the bill has sparked opposition due toother provisions dealing with childcare taxcredits, expanded Medicare benefits, andexpanded federal sick leave.Originally crafted with a more than $4 trillionprice tag, the legislation, through weeks ofnegotiations with both House and Senateleaders, now comes in at $1.7 trillion.That figure, say Congressional experts,increases its chances for passage.The $500 billion in mostly renewable energytax credits is said to be the largest-everinvestment out of Washington in clean energyprojects.The housing portion of the legislation calls for$150 billion to be used to build or improveone million affordable housing units acrossthe country. It also includes $65 billion totackle a growing backlog of public housingfacility needs.Dubbed the “social infrastructure bill,” thelegislation’s authors have said that expendituresin the legislation will be paid for through acombination of a 15% minimum tax on corporateprofits, another 15% on those corporations’foreign profits, and a 5% surcharge on all incomesabove $10 million.An additional 3% surcharge would apply toincomes at or above the $25 million mark.In a Senate that has 50 Democrats and 50Republicans, with Vice-President Kamala Harrisproviding a tie-breaking vote, the outcome of thelegislation remains uncertain.New Mexico Senate Martin Heinrich has calledthe Build Back Better Act a “game-changer forour country,” that will, among other things,“create climate careers and make the wealthyand corporations finally pay their fair share.”Colorado Senator Michal Bennett, also in astatement, remarked that the legislationcomprises the “largest investment ever to fightclimate change and protect America’s forests. The PNM shareholders arepaying the $75 million.
