Devising a comprehensive plan for howparks can best serve the needs of everyonein a county with more than 873,000 peopleand a land mass spread across just over1,000 square miles in a variety of locations,is no easy thing.But that’s exactly what public officials in ElPaso County have been grappling with inrecent months in embracing a sweepingparks master plan placing a heavy emphasison public input.Dallas-based Halff Associates was broughtin to study the status of the county’s parks,looking at what works and what needs to beimproved.“The county has been very proactive in thiseffort,” remarks Jim Carrillo, vice-presidentof the firm.Carrillo recognizes that a county’s approachto park upkeep and growth is necessarilydifferent from what is typically seen at thecity level stating, “cities regard the questionof parks as a necessary service, and one thatis, for them, a high priority.”“Counties usually have a different take onthis question,” continues Carrillo. “Parks arenot necessarily looked at as a service thatthey feel they have to provide. and improve parks has been spearheaded bymembers of the Commissioners Court, andin particular County Judge RicardoSamaniego.“He has been absolutely a driving forcebehind all of this,” remarks Veronica Myers,director of the county’s Parks andRecreation Department.Samaniego has not only been a forcefuladvocate for improving and updating thecounty’s parks, he’s also suggested differentways to finance some of those initiatives. Ina recent interview with El Paso televisionstation KFOX14, the Judge remarked thatpark construction and upgrade projectscould be financed through public/privatepartnerships.“We’re trying to make sure that it doesn’t allcome from taxpayer money,” saidSamaniego. “It shouldn’t be like that, itshould be private partnerships, it should begrants, it should be anything that we can do.”The master plan, looking at improvements toparks stretching from the Westway andGallegos parks in Canutillo near the NewMexico border, all the way south to CoyotePark in Tornillo, a 55-mile stretch, takes inlow-income areas as well as the ever-popular and, at 400 acres, big Ascarate Parkin El Paso“It is very much an interesting mix of cities,as well as areas where there are no cities atall,” notes Carrillo. “Which means that thechallenge is not only to look atimprovements to a big popular urban parklike Ascarate, but also trying to make surethat someone who lives out in the fartherreaches has pretty good access to the parksand fields, too.”BUILTENVIRONMENTCounty officials are also tasked with keepingan eye on population patterns, which verymuch includes not only the fact that El PasoCounty has grown by 200,000 people in thelast two decades, but where that growth istaking place.County documents are projecting apopulation in excess of one million by theend of the decade, with 835,000 living insidethe municipal limits of the City of El Paso,and another nearly 130,000 people in ruralcommunities. The in-migration is also seeing newneighborhoods cropping up here and there inthe county, tasking parks and recreationofficials with the question of what kind ofparks will these new neighborhoods need?Copyright: Canva ProIn addition, there’s the question of incomelevels. According to figures compiled by theHalff group, while just under 20% ofresidents within the city of El Paso haveincomes below the poverty level, that figureincreases to 23.3% for those in rural areas.Are there enough parks for those living inlower income parts of the county? Doesthere need to be more? “We try to look at areas where we can have areal impact,” says Myers, who notes that thecounty’s ultimate goal is to have easilyaccessible parks in all parts of the county,whether in an urban, suburban, or more rural 2022 Construction Reporter Digital Magazine, LLC, All Rights Reserved. Altogether, there are currently 12 parks of varying sizes in El Paso County comprised ofregional and community parks, neighborhood and pocket parks, and finally linear and specialuse parks. Public input in the form of focus groups and surveys taken during the master planning processshowed residents placing a high priority on paved trails, picnic and shelter areas, naturalareas, and even multi-generational indoor recreation centers as popular park components. Significantly lower on the list was spray grounds, splash pads, outdoor swimming pools, andoff-leash dog parks.The county is now in the process of prioritizing those desires, while also contemplating anynumber of park upgrades and improvements, as well as even the creation of entirely newparks.The master plan, which was officially approved late last year by the Commissioners Court,“gives everyone, the commissioners, administrators, and county park staff, a road map tofollow regarding where the parks of the county can be in the years to come,” says Carrillo. A new study measuring heat stressexposure in masons and roofers will bereviewed by the University of New Mexicothis month.Fabiano Amorim Ph.D, the principalinvestigator of the study, announced theupcoming review at a safety coalitionmeeting for construction associations atthe headquarters of Associated Builders &Contractors in New Mexico. Amorim is anassociate professor for the Department ofHealth Exercise and Sports Sciences atUNM and is a former researcher for theDefense Advanced Research ProjectsAgency. UNM’s Institutional Review Board willevaluate the study and its ethical guidelinesin the next month. The Center forConstruction Research and Training CPWRwas called upon for $30,000 to conduct thestudy in a submitted proposal. Onceapproved, Amorim and his team plan tostart the study in July. Plans are underway for the construction of abuilding that will serve as the new home forthe New Mexico Department of Health inRoswell, New Mexico.The project will belong to Chaves County andwill replace the NMDOH’s current offices at200 East Chisum Street, which is shared bythe Chaves County Public Healthdepartment.According to county documents, the currentstructure, built in 1977, is “beyond its usefullife.”Although a site for the project has not yetbeen announced, members of the ChavesCounty Board of Commissioners have giventheir approval to contracting out with ASAArchitects, which has offices in Roswell,among other cities, to design the newstructure.The new building is expected to cost around$3.5 million to complete. County officials are causal associations, interventionapproaches and recommending evidence-based policy changes. In February of2020, the total job numbers stood ataround 153 million, dramatically droppingto just over 130 million by summer.One year ago, the numbers were just shy of145 million, reaching some 151 million inFebruary of this year. But women workers inrecent years have filled the gap, although their numbers, too, in the last year have been on thedownside.The FED report adds in another factor to help explain the gap: age.The aging of the U.S. population has “increased the share of the population that is retired.
