04BUILTENVIRONMENTIt may have worked once and hascertainly been the stuff of many a moviescene: a hard-driving chief executiveofficer calls his staff together, usually inhis ornate office suite and announces asweeping new policy that might even seea payroll reduction. He doesn’t ask for input. He’s notinterested in conversation or feelings.Everything has been decided and heknows best because, well, he’s the boss.Such dynamics were perhaps most tellingly portrayed on the big screen withRod Serling’s 1956 film Patterns, taking aharsh look at the ruthlessness of a chiefexecutive officer running roughshod overhis employees. That approach may have worked once, says Michelle K. Johnston, a professor ofmanagement at Loyola University NewOrleans. But those days are long over: “Successtoday hinges on communication, which isa connection, and that means connectingwith your team, connecting with othersand with your company,” she says.Johnston is the author of the just-released Seismic Shift in Leadership: Howto Thrive in a New Era of Connection, published by the Advantage MediaGroup, which argues that no matter thesize of the business or organization, thekey to success today comes throughconnections.“I have always loved talking with peopleand hearing their stories, why they didthe things that they did,” remarksJohnston in an interview with The BuiltEnvironment. Being able to listen to others, and drawfrom them their desires and aspirations, says Johnston, is a good principle to livinglife. But it is crucial in today’s business T H I S W E E K S S P O T L I G H TNEW BOOK EXPLORES THE NEW WAY LEADERS GET THINGS DONEBy Garry Boulard, The Built Environment09/20/2022Copyright: Advantage Media Group
05BUILTENVIRONMENTworld where understanding andconsensus in the workplace matters morethan ever.“This approach takes a lot of work,”admits Johnston. “You have to not onlylisten to the stories that others are tellingyou, you actually have to listen to thestories you are telling yourself, trying tofigure out how connected you are toyourself.”This, says Johnston, is light years awayfrom the “old command and control, which was more of an authoritarianapproach.”Fueled by interviews that Johnstonconducted with corporate leadersthroughout North America, SouthAmerica, and Europe, Seismic Shift inLeadership posits a compelling thesis: themore a leader understands the people heor she is working with, the greater thechances for collaboration.she came to her book after noticing thatan increasing number of leaders hadeither tried to run things in anauthoritarian manner, which shecharacterizes as a “culture of fear,” orgenuinely wanted to become moreinclusive but didn’t always know how.“About 5 or 6 years ago I began to seethat more and more of the old schoolcommand and control leaders were beingpushed out of their organization becausethey weren’t getting the desired results,”Johnston continues. But what has become a paradigm shifthas also meant that new leaders are notonly trying to embrace new ways of doingthings, but doing them effectively. The journey begins, suggests Johnston, through self-discovery. The mostimportant level of communication in theprocess is “your connection withyourself.”“You have to figure out who you are tofeel comfortable as a leader,” she writesin the Seismic Shift. “Once you have thatstrong foundation and people see you asgenuine, then you can easily andeffectively connect with others.” Continues >Copyright: Canva ProAnd collaboration, Johnston contends, leads to success. The author, who has also spent years inthe trenches as an executive coach, says Copyright: Canva Pro
06BUILTENVIRONMENTAnd connecting with yourself centers on “owning your own story,” she writes.Writes Johnston: “Rather than feeling self-conscious or ashamed of certain aspects ofyour life, the key is understanding that those difficult experiences made you who youare today.” Why does this matter? For many reasons, but one of the most important is that leaderswho are hard on themselves, perhaps because they haven’t been forthright about whothey are, “tend to be even more demanding of those they lead.”Leaders instead, asserts Johnston, should willingly own their own stories. “Think aboutyour significant life experiences, what you learned, and how you grew,” she writes.“Think about how it made the brand called ‘you.’”That process then leads naturally to understanding others—a key component foreffective leadership. “It’s really about all connecting,” remarks Johnston. “Coming out of the pandemic we allbegan to realize how much we needed each other, and we are now trying to figure outhow to connect in a world that is still often disconnected.”Copyright: Canva Pro

The Kyrene Water Reclamation Facility, near the intersection of W. GuadalupeRoad and S. Kyrene Road, is on the nearsouthern side of the city and for yearstreated water flushed down toilets anddrains, before sending it to the Salt RiverProject for reuse. The facility, opened in the spring of 1991,treated up to 4.5 million gallons per daybefore being closed in 2011 after grease, coming through the city’s sewer system, clogged the plant’s membrane filtrationsystem. In a statement, Congressman GregStanton, who voted in favor of the WaterResources Development legislation, remarked that once the Kyrene WaterReclamation Facility is reactivated, “it willmake sure Tempe can provide residentswith a clean and reliable water supply.”When the Denver-based Clayton EarlyLearning, which provides disadvantagedyouth education programs and owns thecourse, announced in 2019 that it wasselling the property, a vigorousdiscussion was sparked regarding thefuture use of the property.Westside Investments LLC, also ofDenver, which ultimately purchased theproperty for $24 million, has nowannounced that it plans to build newhousing on the site, with a quarter of theplanned units defined as affordable.Other portions of the property would begiven over to retail and perhaps a library, with upwards of 100 acres left as greenspace. The affordable factor is a major pointgiven that the course, with more than onehundred trees, is located in a part of thecity regarded as historically underserved.Plans for building housing at the coursehave now been officially unveiled in apublic meeting, with the developershoping to obtain a final approval from theDenver City Council, perhaps later thisyear.Ultimately, plans for the course will bepresented to the voters of the city, mostlikely sometime in 2023.36BUILTENVIRONMENTCopyright: Canva ProDENVER'S LONGSTANDING PARK HILL GOLF COURSE MAY BE SITE OF NEW HOUSINGBy Gary Boulard, Construction Reporter09/15/2022After protracted discussions, plans havebeen announced for the redevelopmentof the long-standing Park Hill Golf Couse;plans that could see the construction ofnew housing. An 18-hole course established in 1931,the Park Hill is a well-known andenduring course in northeast Denver.Because of its size at 155 acres, it haslong been viewed by realtors andresidents, among others, for itsredevelopment potential.Copyright: Canva Pro

A decision may be made just weeks fromnow regarding where the permanentheadquarters of the U.S. Space Commandwill be made.In early 2021, President Donald Trumpannounced that the headquarters wouldbe located at the Redstone Arsenal, justoutside of Huntsville, Alabama. Thatdecision was made after a protractedreviewing process that ended up seeingsix bases as finalists for the SpaceCommand’s primary location, with thePeterson Space Force Base in ColoradoSprings thought to be near the top of thatlist.FUTURE OF SPACE COMMAND'S PERMANENT HEADQUARTERS REMAINS UNCERTAINBy Gary Boulard, Construction Reporter09/15/2022But in the last year, members of theColorado congressional delegation haveurged the Biden Administration to rejectthe Alabama base in favor of Peterson asthe Space Command’s headquarters.Colorado Governor Jared Polis recentlyremarked to the Denver Post that“Colorado is the epicenter of nationalsecurity space and Peterson Space ForceBase continues to execute criticalmissions in the space domain.” A report issued this summer by theGovernment Accounting Officequestioned whether Trump and theDepartment of Defense had used thecorrect criteria in selecting the RedstoneArsenal over Peterson. The GAO reportadditionally identified what it called“significant shortfalls” in bothtransparency and credibility in theselection of the Alabama base, although itfell short of saying that any laws wereviolated. The GAO report, however, did notrecommend where the Space Force’sheadquarters should be located.According to the Colorado SpringsGazette, Air Force Secretary FrankKendall has appeared to be receptive to“arguments made by Coloradolawmakers that it would be significantlyfaster and cheaper to renovate andsecure Space Command’s existingfacilities rather than to build the wholething from scratch elsewhere.”Lobbying for Peterson is expected tocontinue until the Biden Administrationmakes a final decision in the matter.Copyright: Canva Pro90BUILTENVIRONMENT

100Revenues to the federal government areexpected to substantially increase as afactor in President Biden’s new fiscalyear budget, largely due to an increase inthe nation’s corporate income tax rate.So says the Congressional Budget Officeis an overall estimate of the BidenAdministration’s group of budgetaryproposals submitted to Congress.BIDEN BUDGET PROPOSALS TO INCREASE EXPENDITURES AS WELL AS REVENUES, NOTES CONGRESSIONAL BUDGET OFFICEBy Gary Boulard, Construction Reporter09/16/2022In fact, the Administration is projectingthat revenues will average somewhere inthe range of 18.3% and 19.0 % of GDP forevery year between 2023 and 2027,jumping to 18.7% of GDP between 2028and 2032.The report also notes that as a share ofGDP, mandatory outlays are expected to“decline in 2023 and 2024 and graduallyrise thereafter, averaging 14.5% of GDPfrom 2023 to 2032.” Those outlays, bycontrast, have averaged just under 11%for every budget year dating to the1970s.Discretionary outlays for defenseprograms, meanwhile, are expected todrop from the current 3% of GDP toaround 2.4% by the year 2032.Created during the administration ofPresident Gerald Ford in 1975, theCongressional Budget Office is taskedwith providing independent analyses ofgovernment budget matters to Congress, producing dozens of reports yearly toCongress and the public.BUILTENVIRONMENTCopyright: Canva ProAccording to CBO projections, thePresident’s proposals will ultimatelyresult in a budget deficit of some $13.1trillion between now and the year 2032.On average, those deficits would be equalto around 4.2% of the Gross NationalProduct. But the CBO report also notes that anational corporate income tax rate, increasing from 21% to 28%, will likelyresult in higher-than-expected revenuesto the federal government.WHITE HOUSE ANNOUNCES $2.4B FOR STATE EV CHARGING INFRASTRUCTURE, OTHER PROJECTSBy Dan Zukowski, ConstructionDive09/16/2022The Federal Highway Administration hasapproved the first 35 state plans to buildEV charging stations along Interstatehighways under the National ElectricVehicle Infrastructure formula program.President Joe Biden made theannouncement...
