4BUILTENVIRONMENTAfter several years of planning, work isexpected to begin later this year on thebuilding of a new Student AcademicServices Building on the 400-acrecampus of Eastern New MexicoUniversity in Portales.“The project will probably start in eitherJuly or August with the demolition of anolder residence hall,” reports Tony Major,vice-president business affairs at theschool.That building is the three-story HardingHall, located in the northeast corner ofthe campus. The $275,000 structurecompleted in the spring of 1957, had fordecades served as a residence hall forwomen students.Harding Hall has since been vacant forwell over 10 years and pegged fordemolition.Once the demolition is completed andthe site is cleared of the remnants of thehall, work can begin on the new SASbuilding, funding for which was securedlast fall with the statewide passage ofGeneral Obligation Bond 3.Approved by upwards of 60% of voters,the bond provided more than $215million for facility construction and upgrade projects on the campuses ofcolleges and universities across NewMexico. 5BUILTENVIRONMENTIn a press release issued by the universitylast fall during the election campaign forthe bond, Jeff Long, the school’s vicepresident for student affairs, noted thatthe current SAS building, built in 1948, “isoften the first building prospective andnew students see on campus.”Long added that a new SAS structure will“allow us to put our best foot forward andpresent a more positive impression of theUniversity.”According to official ENMU plans, thenew one-story SAS building will measurearound 25,000 square feet and willhouse, among other things, officesbelonging to the school’s financial aid,enrollment services, counseling andcareer services, and student affairsdepartments.“There was talk originally of remodelingthe existing Student Academic Servicesbuilding,” notes Major of a two-storystructure on the north end of the campusthat started out as ENMU’s StudentUnion Building.Copyright: Canva ProA review conducted by the New MexicoHigher Education Departmentdetermined that it would be more costeffective, given the age of the existingSAS building, to put up a new structurealtogether.What happens, meanwhile, to that 1948building has yet to be determined. “Nodecision on it has yet been made,” saysMajor. “It may be kept for anotherpurpose, but we really don’t know rightnow if it has a future.”Project architect for the new SASbuilding is the Parkhill architectural firm,which has offices in Albuquerque and ElPaso and a long record of public schoolfacility work. The new SAS structure will be just thelatest ENMU facilities project on campus:the school is currently in the process ofrenovating it’s Roosevelt Science Center,which is being paid for with funds fromgeneral obligation bonds approved in2018 and 2020. Goal behind the Roosevelt project: toprovide more modern classroom andresearch facilities for science,technology, engineering, andmathematics majors at the school, a morethan $16 million effort that includesupdating the building’s electrical,plumbing, and air conditioning systems. Established in 1937, ENMU is a federallydesignated Hispanic-serving institutionwith an enrollment of more than 7,500students.

The Department has described thatreduction as something akin to doingaway with the annual emissions of up to90 coal-fired power plants.But industry experts have said that thenew standards would also requiremanufacturers to change over to adifferent type of steel that would add tothe current 16-month order waitingperiod.Home builders have since met with theSmall Business Administration’s Office ofAdvocacy to voice their opposition to thenew standards.
