BUILTENVIRONMENTThe seventh Annual Heavy EquipmentRodeo at Ace Leadership High Schooltook a hands-on approach to attractingfuture laborers in record numbers Friday. 765 registered students had the chanceto maneuver 9 different types of heavyequipment supplied by 13 differentcompanies. 26 other companies, 15 ofwhom had simultaneously sponsored theevent, also held booths to speak tostudents about their career paths. The event was sponsored by New Mexicotrade associations including AssociatedGeneral Contractors, AssociatedContractors of New Mexico, Associated Builders and Contractors, Sheet Metaland Air Conditioning Contractor’sNational Association, and the MechanicalContractors Association.Government entities such as the NewMexico Department of Transportationand Bernalillo County also sponsored theevent.Last year’s rodeo had 350 studentsregistered to try their hand at equipmentoperation, according to Program Directorfor the New Mexico chapter of AGCKatrina Soto.Students this year got more interactive NEW MEXICO TRADE SCHOOL RODEOMORE THAN DOUBLES REACHBy Dane Vaughn, The Built Environment10/04/2023Copyright: The Built Environment, New Mexico
BUILTENVIRONMENTobstacle courses than previous years. Amini excavator was positioned to to pickup tennis and basketballs from trafficcones so students could then drop theminto buckets. 10 of the 12 schools registered werefrom outside the City of Albuquerque.Rural schools such as Pine Hill HighSchool, who is roughly 55 miles awayfrom the New Mexico and Arizonaborder, had to take over a two-hour driveinto Albuquerque. Safety Director for AUI IncorporatedDino Franco commenced the rodeo byreviewing the safety protocols. Francosaid in an interview with The BuiltEnvironment that although equipmentoperation often comes naturally for kidsfrom more rural parts of New Mexico, therodeo builds a bridge for a range ofstudents.AUI Inc., who is in the business of buildingactual bridges, was also a career fairemployer. “This one actually from last year doubledin size which is a little intimidating to tellyou the truth, but I think it’s a really goodthing that the kids get a chance to see thisstuff and see the equipment,” saidFranco.Franco went on to share his concernsabout the causes of the generational gapcreating vacancies in the labor force.Franco said that at his age, breaking intothe industry required connections butnow employers are intent on attractingas many as they can. “The thing that gets me is that a lot ofthese youngsters look and think thatsocial media is a ticket; it’s a way thatthey’re going to get to be a millionaire. They’re going to live this life as aninfluencer. So, this whole challenge isappealing to and approaching thisgeneration and getting them to even take Copyright: The Built Environment, New MexicoCopyright: The Built Environment, New MexicoCopyright: The Built Environment, New Mexico
BUILTENVIRONMENTan interest in what we’re doing is tough,”said Franco.Patricio Gonzalaz, 17, stepped off a miniexcavator as one of the first in a wave ofstudents to harness the machinery.Gonzalaz in an interview with The BuiltEnvironment said that he wants topursue a career in medical surgery afterhigh school. As a bilingual student enrolled at AceLeadership High School who is looking tostudy at UNM or NMSU, Gonzalaz said “Iwant to be in construction but not mywhole life.”Taylor Townsend, 16, shared a similarsentiment with The Built Environmentwhile getting checked into the rodeo forhis second time with Rio Rancho PublicSchool’s Career Technical Education HighSchool. Townsend said he is interested inworking with combat canines in the armyafter high school but finds the pay andhours in the construction industry to be apoint of persuasion. Townsend said hisfather was in the construction industry, joined the navy and then returned toconstruction with a job at APEXSolutions. Townsend, when asked what disinterestshim about construction, said: “just likethe toll that it takes on your body. Seeingmy dad, growing up with him, things likethat. He has back issues, knee problems.”Frank’s Supply was both engagingstudents about the possibilities andlooking to recruit by bringing their miniexcavator, forklift, scissor lift and rollerto the rodeo. Connor Toci, an outside salesrepresentative for Frank’s Supply, said hedidn’t have any such introduction toconstruction in high school. Toci said thatwhen his plans for college weren’tpanning out, he instead started workingfor a general contractor in Phoenixbefore moving to New Mexico two yearslater. “The kids on the outside, they don’t evenunderstand the amount of opportunitythat there is if they are dedicated andwilling to work, put in the hours and be asponge of knowledge. So more or lessthat’s what we’re here to show them andtell them: there’s a whole realm ofopportunity if you just have the drive togo out there and get it,” said Toci. If you volunteer foran organization, are a member of a sports’ team, orparticipate in a project at work, you need to followthrough with your commitment, or the other peopleinvolved will suffer. Not following through withtasks puts others behind and in an awkwardposition and it leaves the rest of the groupscrounging to make sure things get done. It’s easyto get into the habit of believing that “someone elsewill take care of it if I don’t” but it’s a bad habit toadopt. Working together as a team is a greatopportunity to share the burden of tasks and getthings done, but when a member of the team isn’tpulling their weight things can go by the waysidevery fast. The same thing happens in our personal lives; don’tpromise something and then not deliver on thatpromise because feelings get hurt, and you give theimpression that the person you made a promise tois not important to you or worthy of your time. Ofcourse, sometimes things are unavoidable, butdoing your best and keeping your word is a valuabletrait to have; also, being honest if you’re strugglingto fulfill your obligations will not only gain yousome help, but also respect. If you volunteer forsomething, follow through; if you promisesomething, keep that promise. The reward forfollowing through is a sense of pride and knowingyour commitment is complete, and it lets othersknow that you are a dependable asset to them andthe team. We all rely on each other in our everydaylives and no one likes to be let down. Don’t be thereason that someone is disappointed; be the reasonthat makes them smile by following through withyour commitments. Whetherdeveloping in South Florida, New Jersey,Chicago or Los Angeles, our chapters reportincreased anti-growth sentiment and theimportance of engaging with the communityearly and often.2. E-commerce’s Role: Facility Demand andData. E-commerce sales as a percentage oftotal retail sales were on a growth trajectorybefore the pandemic, turbocharging theindustrial sector. 106BUILTENVIRONMENTLEGISLATIONNATIONALIn a swift series of moves, both houses ofCongress passed a stopgap plan to keepthe federal government running untilmid-November, with President Bidensigning the measure just hours before agovernment shutdown deadline. In so doing, Congress and the Presidentagreed to extend government funding atcurrent levels. With a divided membership and angrydebates, the action was focused on theHouse, where the plan was approved on a335 to 91 vote. The vote in the Senatewas 88 in favor to 9 opposed.LAST-MINUTE STOPGAPSPENDING BILL AVERTSGOVERNMENTSHUTDOWNBy Garry Boulard, Construction Reporter10/02/2023Copyright: Canva Pro“The American people can breathe a sighof relief: there will be no governmentshutdown,” Senate Majority LeaderChuck Schumer of New York declaredafter the upper chamber approved theplan.“We’re going to keep the governmentopen,” exclaimed House Speaker KevinMcCarthy, who is facing a move callingfor his ouster among some members ofhis caucus for backing the plan.In signing the bill, Biden declared: “Weshould never have been in this position inthe first place,” noting that theadministration and Speaker McCarthyhad forged a budget agreement severalmonths ago.Despite the vote approving the stopgapplan, notes the New York Times, themeasure is “only a temporary solution tothe spending fight, which is likely to bequickly rekindled.”In the weeks ahead, members ofCongress are expected to tackle suchthorny issues as the overall size of thefederal government budget, and bothincreased funding for border security andaid to Ukraine as the November 17government funding deadline nears.Continues >
The bill signed by Biden includes $16billion for disaster relieve, and alsoreauthorizes, at least until November 17,the Federal Aviation Administration. Hadthe measure not passed, it was expectedthat up to 800,000 federal employeeswould have been sent home, with avariety of agencies closing down.According to sources, a governmentshutdown would have also put on holdany number of federal transportationconstruction projects and would havealso seen the closing of some federalmuseums and parks. The shutdownwould have additionally forced the SmallBusiness Administration to delayprocessing small business loans.Congressional attention is now expectedto focus on the appropriations for fiscalyear 2024. Top funding levels, notes thepublication Government Executive,“were previously set under the FiscalResponsibility Act, a law that raised thedebt ceiling and set spending capsthrough fiscal 2025.”Congressional analysts are predictingthat Congress will not be able to reach abudgetary agreement in time to avert agovernment shutdown this comingweekend. That shutdown, notes USA Today, is“moving from possible to likely asCongress has failed to cut throughgridlock and reach a deal to fund thefederal government.”With the government scheduled to runout of funds on Sunday morning, theSenate is closing in on a bill that will allowfor the government to be funded untilNovember 17.Continues >BUILTENVIRONMENTThe U.S. Dept. of Interior said Sept. 28 itwill offer up to $328 million in fundingopportunities for water recycling, waterstorage and desalination projects to helpcommunities address the impacts ofclimate change. 108But the picture remains muddled in theHouse, where a handful of members arecontinuing to hold out for substantialbudget cuts that most likely will not winapproval among a majority of members.Meanwhile, House Speaker KevinMcCarthy has told reporters that he’s opento establishing a commission that would betasked with coming up with solutions todecreasing the national debt.If established, the commission could beused as a tool to keep the governmentoperating until a budget deal can bereached. “A number of members have beenpushing the debt commission,” saidMcCarthy, adding that it would be a “verybipartisan committee.”According to a variety of sources, ashutdown would impact the operation ofnational parks, the funding of federalcollege grants and loans, a wide array offood assistance programs, and federallyfunded preschool programs, among otherservices.New Mexico Congressman Gabe Vasquezhas remarked that a government shutdownwould see the closing of the White SandsNational Park and the Carlsbad Caverns, adding that those closures would “affectthe local economies of those areas likeCarlsbad, Alamogordo, and Las Cruces.”In Arizona, Governor Katie Hobbs haspromised to use revenue from the state’slottery to keep the Grand Canyon NationalPark open. “The Grand Canyon is Arizona’sgreatest treasure,” Hobbs remarked in astatement. “My administration’scommitment to keeping this wonderaccessible remains unwavering.”Similarly, Colorado Governor JaredPolis has issued an executive ordermandating the Colorado Department ofNatural Resources to develop a plan tokeep the federal parks in the stateopen. In issuing that order, Polisremarked that the “closure of thenational parks and other federal landswould hurt state and local economies, small businesses, and park employees.”In order to keep the governmentfunded, Congress is required to pass adozen appropriation bills, with each ofthose bills providing funding for adefined government function andneeding to be approved by theappropriations committees of both theHouse and Senate.Because time is short, it is thought thatlawmakers will instead approve a short-term stopgap measure to keep thegovernment in business, although someHouse members have previouslyexpressed displeasure with the stopgapprocess. Those members have sent a letter toMcCarthy saying that until spendingcuts are implemented, among otherthings, “no member of Congress can orshould be expected to considersupporting a stop-gap fundingmeasure.”BUILTENVIRONMENTCopyright: Canva Pro
The dramatic last-minuteCongressional move to fund thefederal government until November17 means that the National FloodInsurance Program will remain intactfor at least that long.Created by Congress in 1968, theprogram insures more than 5 millionhomes across the country, providinghundreds of thousands of dollars offlood coverage when such is requiredto secure a federally backed mortgage. The program’s last multi-yearreauthorization expired in Septemberof 2017. In the six years since, theprogram has been extended nearly twodozen times.NATIONAL FLOODINSURANCE PROGRAMWINS TEMPORARYREPRIEVEBy Garry Boulard, Construction Reporter10/03/2023Copyright: Canva proAccording to a recent press release issuedby the National Association of HomeBuilders, past disruptions of the programhave “caused immediate and widespreadimpacts on property sales, home values, andconsumer confidence.”In a letter sent to Congressional leadersbefore the budget deal was forged, theNAHB said any disruptions in the program“may have a significant negative economiceffect on home builders, home buyers, multifamily developers, and renters.”As reported in the publication InsuranceJournal, a lapsing of the flood insuranceprogram could jeopardize as many as 1,300real estate closings on a daily basis. On theother hand, should Congress prove unableto keep the program funded, “private floodinsurers will no doubt see an increase inbusiness.”Analysts studying the program say thatwhile its extension is vital, a more seriousfinancing issue still needs to be addressed:the program is operating in the red, with itsflood fund losing nearly $1.9 billion lastyear.Kentucky Senator Rand Paul has pushed fora complete review of the program’sfinancing, remarking in open Senate debate,“We’re told that the program is fundedthrough insurance premiums. But thepremiums are below the market rate, and sothe program is eternally and consistentlyshort of money.”Paul has proposed that the program shouldnot be tapped into by wealthy homeowners.“If you have a half-a-million-dollar mansionon the beach, guess what, you get to buyyour own insurance,” he remarked.BUILTENVIRONMENT

Regional economicbooms can counterbalance the downfalls of wage bumps.Exploring the economic landscape and wage strategies ofstates like New Mexico and Missouri might shed light on theiremployment setbacks. - Josh Cutler, The Built EnvironmentSTATISTICALSUMMARYCopyright: Canva Pro. On average, The European Unionfaced an estimated inflation rate of 6.4%. In contrast, theUnited States in June 2023 experienced an inflation rateof 3.2%, according to the Bureau of Labor Statistics. According to the Financial Times, Turkey faces anunusually high inflation rate compared to the rest ofEurope because of multiple factors, including a weakdomestic currency, government fiscal policies (bothspending and taxation), the cost of living crisis, and othereconomic factors.According to the European Conservative, Hungary's highinflation rate arises from its economic success, FDIinflux, trade surpluses, central bank policies, andexternal factors like energy prices. Strong economic success is generally positive and mayseem counter-intuitive to high inflation, but according tothe Europen Conservative, a large influx of foreigncapital and trade surpluses can contribute to inflationarypressures, especially if the country's money supplygrows faster than its GDP. - Josh Cutler - The Built Environment STATISTICALSUMMARYSource/Survey/Published: EurostatSource link: CLICK HERERelease date: July 2023Copyright: Canva Pro.
