The Hermit’s Peak and Calf Canyon fireswere started by a prescribed burn in Mayof 2022. 41BUILTENVIRONMENTAfter a full year of economists predictingthat a recession is just around the corner,a new analysis issued by the big financialservices firm JP Morgan is suggestinginstead that the word “recession” shouldbe replaced with the word “slowdown.”In a just-issued report forecasting the2024 economy, strategists for the firmassert that the “lower likelihood of apainful economic downtown,” shouldbode well for financial decision- makingheading into the new year.NEW JP MORGANREPORT PREDICTSMOSTLY POSITIVE 2024ECONOMIC PICTUREBy Garry Boulard, Construction Reporter 12/7/2023Copyright: Canv a ProThe firm’s Outlook 2024 report, whileforecasting an early-year slowdown, asserts that “growth should resume in thesecond half of the year,” whileadditionally placing the probability of adeep recession at no more than 25%.The report also predicts that the FederalReserve may very well begin to cutinterest rates during the second half of2024, adding: “If the rate cuts come inresponse to normalized inflation ratherthan a recession, the cutting cycle willlikely be slower than what we saw duringthe early 2000 Great Financial Crisis, andCovid 19 pandemic."The JP Morgan thinkers also believe thatthe increasing presence of ArtificialIntelligence in business and everythingelse may result in a “potential boost inproductivity, with governmentsincentivizing certain industries likefinancials, airlines, and healthcare.”Meanwhile, the stubborn topic ofinflation will most likely stubbornlyremain a topic into 2024, says the report. With the rate of inflation now down fromlast year’s 8% to around to somewherebetween 3.5% and 4%, prospects for itlanding somewhere in the range of 2%and 2.5% appear strong. Says the report: “We are especiallyencouraged by the recent cooling ininflation rates for services sectors such ashotels and recreation, where prices tendto be stickier.”With the Federal Reserve additionallytweaking prices, “a normalized labormarket and a lower impact of energyprice swings on the overall price basketshould help keep inflation in check.”But in the spirit of “on the other hand”economic analysis, the report also notesthat while a “continued cooldown ininflation will likely come as welcomenews,” there are still “a few inflationarypressure points to keep an eye on.”Good news, or at least better news, isalso seen on the labor front: “The gapbetween job openings (demand for labor)and unemployed workers (supply oflabor) in the United States has shrunkfrom its peak of over 6 million to close to2.5 million today.”This particular trend is in no small wayimpacted by immigration, adds thereport: “An increase in immigration hasalso boosted the number of availableworkers. Year-to-date, foreign-bornworkers accounted for more than 40% ofthe 3 million plus new jobs in the UnitedStates.”Construction spending (not adjusted forinflation) totaled $227 trillion in Octoberat a seasonally adjusted annual rate, up0.6 percent from the upwardly revisedSeptember rate and up 11 percent yearover year, according to a U.S. CensusBureau report based on an AssociatedGeneral Contractors of America (AGC)analysis. 83REAL ESTATE NEWSNATIONALBUILTENVIRONMENTThe national rental market is about to seea significant tenant change, and it’s alldue to people who were born when BillClinton was president.According to a new study released by theHarvard University Joint Center forHousing Studies, Generation Z, or thosein the 13 to 27 years of age range, are onthe verge of flooding the rental scene.“Generation Z is now the only generationadding rental households,” says thestudy, a number that will almost certainlycontinue to grow as older generations, inparticular the Millennials, “are leavingrental units due to homeownershiptransitions or mortality.”GENERATION Z ONVERGE OF BECOMINGNATION'S LARGESTTENANT POPULATIONBy Garry Boulard, Construction Reporter 12/12/2023Copyright: Canva ProOfficially, Generation Z is comprised ofpeople born between 1997 and 2012,meaning that their current ages rangebetween 11 and 26. It’s the portion ofthis population that is 18 and above, according to the Harvard study, that isabout to become the largestdemographic for the nation’s apartmentcomplexes and communities.“The number of renter households Gen Zadds in the next 15 years will be animportant pillar of rental housingdemand,” says the report. And the “extent to which the size of theGen Z population grows in the next 15years ultimately could determinewhether the number of renterhouseholds in the US grows, stabilizes, ordeclines in the coming years.”One thing is certain, says the report:“After decades of driving growth, thenumber of renter households headed byMillennials” has peaked and is now on theway down.Indeed, continues the report, theMillennials, born between 1981 and1996, have now reached an age when“more households are transitioning intohomeownership rather than forming newrental households.”Continues >
At some point during the GreatRecession, the Millennials, who up tothen had made up a significantly smallersegment of the rental market comparedwith Generation X and the BabyBoomers, all of a sudden becamedominant. That dominance saw their numbersincrease from 14 million households in2012 to more than 16 million by 2019.Generation X, during that same period oftime, declined from around 13 million to11 million.Although a large number of BabyBoomers sold their homes during theGreat Recession and re-entered therental market, their overall numbersdeclined from just over 10 million rentalhouseholds to 9 million as of last year.Market analysts are now trying to get abetter feel for what Generation Z wantsin terms of their renting and consumertastes.According to a Pew Research Centerreport, members of the Generation Z are“more racially and ethnically diverse thanany previous generation, and they are ontrack to be the most well-educatedgeneration yet.”The Pew report added: “they are alsodigital natives who have little or nomemory of the world as it existed beforesmartphones.”That Generation Z is regarded as apromising rental segment is seen in asurvey conducted this summer by the siteRealPage, which indicated that a majorityof respondents in this age group sawrenting an apartment as a better choicethan buying a house because ofaffordability issues. In fact, according to a New York Timesstory published in August, more than athird of Generation Z membersresponding to one survey said theyregarded homeownership as “somethingthey think they’ll never be able toachieve.”Nearly a third of Generation Z,responding to another question, currently live with their parents, “andplan on staying with them as a long-termhousing solution.”84BUILTENVIRONMENTCopyright: Canva Pro

105BUILTENVIRONMENTLEGISLATIONNATIONALNew legislation has been introduced inboth the Senate and House ofRepresentatives calling for a tax credit tospur affordable rental housing forworking Americans. In presenting what is officially called theWorkforce Housing Tax Credit, OregonDemocrat Senator Ron Wydenremarked: “Right now, America’s nurses, firefighters, and teachers are strugglingto find affordable housing near thecommunities they serve.”FEDERALLEGISLATION TOCREATE MOREAFFORDABLEWORKFORCE HOUSING ROLLEDOUTBy Garry Boulard, Construction Reporter 12/13/2023Copyright: Canva Pro“More must be done to fill the ‘missingmiddle’ between low-income housing andmillion-dollar homes,” Wyden continued.By establishing what he said is a “middleincome tax credit,” Wyden said thelegislation will “guarantee more housing.”In addition, the bill will “help housingfinance agencies best meet the needs oftheir individual communities.”As designed, the legislation would make itpossible for state housing agencies toissue credit allocations to variousdevelopers that could then be sold toinvestors. Using the proceeds, thedevelopers would then have moreavailable funds for building apartments.Put simply, said the bill’s co-sponsorAlaska Republican Senator Dan Sullivan, the legislation will “catalyze the privatesector to build more housing in urban andrural areas for working families.” Continues >
106Wyden has long been involved withaffordable housing issues. Earlier thisyear, he remarked “housing ought to be abasic human right.”The legislation, however, has sparked theopposition of the National Low IncomeHousing Coalition, calling it a “misguidedand wasteful use of scarce federalresources.” The group added that “middle-incomefamilies comprise less than 1% of thosefacing significant housing challenges, while 92.5% of severely cost-burdenedhouseholds have very low or extremelylow incomes and would not be served bythe new tax breaks.”The National Association of HomeBuilders, on the other hand, hasannounced its support of the legislation. In a statement, the group said it is“exactly the type of solution we needCongress to enact in order to beginsolving the housing affordability crisis.”BUILTENVIRONMENTNew proposed banking industryregulations could hamper the economyjust as the nation is trying to steer clearof a recession. So said several chief executive officers ofthe country's largest banks in testimonybefore the Senate Banking Committee.Central to the bankers' concerns: afeeling that Washington regulators areout to get them. 107The biggest complaint was heard inresponse to what is known as the BaselEndgame proposal, which is designed toincrease the federal regulation, supervision, and risk management ofbanks. If actually made reality, the proposal, saidJamie Dimon, chief executive officer ofJP Morgan Chase, "would havepredictable and harmful outcomes to theeconomy, markets, businesses of all sizes, and American households."Dimon further warned that unlessaltered, the Basel Endgame proposal willincrease capital requirements on thebanks by at least 25%."Mortgages and business loans will bemore expensive and harder to access, particularly for low-to-moderate incomeborrowers," Dimon continued. "Savingsfor retirement or college will yield lowerreturns as costs rise for asset managers,money-market funds, and pension funds."Jane Fraser, chief executive officer ofCitigroup, remarked that the proposalcould negatively impact "the cost ofborrowing for farmers in ruralcommunities." BUILTENVIRONMENT"It could impact them in terms of theirmortgages, it could impact their creditcards. It could also importantly impacttheir cost of any borrowing that they do."The law of unintended consequences wasalso raised during the hearings when itwas suggested that a federal tighteningof banking regulations could lead to thegrowth of what are known as "shadowbanks," mortgage lenders and hedgefunds, among other sources, that aresubstantially less regulated than theaverage bank.In announcing the proposed newregulations, the Federal Reserve said thechanges would have the effect ofcurtailing operational risk. They wouldalso require a higher level of capital forbanks as a means of decreasing possiblelosses. With the comment period for theproposed regulations ending last week, itis currently expected that the largestbanks in the country will be required totransition to the new framework by nolater than July 1, 2025.Copyright: Canva Pro

AGC would like to share an exciting tool to demonstrate the economic impact of infrastructure investment inNew Mexico - ‘AGC Construction Impact Model’.AGC of America partnered with Brian R. Lewandowski, University of Colorado Boulder to produce a flexiblebut simple economic model that calculates the impact on employment and output in each state from varioussizes of investment in different types of construction. The below link provides an explanation and instructions for using the model. The table below shows an example of the results obtainable from the model, in this case, the total instatejobs (construction, supplier and induced jobs throughout the state's economy) and total instate output from a$1 billion investment over one year in three types of construction: highways, nonresidential buildings, orother nonresidential structures (infrastructure).Users can choose from:Seven other types of investment in single- or multifamily construction, repair and maintenance, orarchitectural and engineering services. Any dollar amountAny starting yearAny duration for the investmentIn addition to total instate jobs and output, the model shows separately the impact on construction, supplierand induced jobs, output, and value added (or state gross domestic product, the amount of labor income andprofits added by the investment), and the 10 sectors that receive the most additional spending. To access AGC’s ConstructionImpact Tool click here.
