A proposal to build a large andcontroversial liquefied natural gas facilityin Rio Rancho is being subject to reviewthis week before members of the NewMexico Public Regulation Commission. The Albuquerque-based New Mexico GasCompany has said that it wants to buildwhat will be a $180 million facility onsome 25 acres roughly two miles to thenorth of the Double Eagle II Airport. In 2022 the company submitted anapplication to the PRC saying that thenew facility would help ensure a “reliablegas supply to customers of NMGC,” whileat the same time endeavoring to “controlthe impacts of price volatility on theCompany’s customers.”The project will particularly see theconstruction of a massive steel storagetank capable of holding up to one billioncubic feet of natural gas in liquid form.Even more, the facility will make itpossible for the company to vaporizeliquefied natural gas into gaseous formfor use in NMGC’s distribution system.NEW MEXICO'S GASCOMPANY'S BIGSTORAGE FACILITYPROJECT UNDERREVIEWBy Garry Boulard, Construction Reporter01/09/202426CONSTRUCTION NEWSNEW MEXICOBUILTENVIRONMENTThe project has sparked opposition fromseveral quarters, including mostprominently a group called the NewEnergy Economy, which is based in SantaFe, and the Youth United for ClimateCrisis Action of Albuquerque.Members of the Bernalillo County Boardof Commissioners have also spoken outagainst the project. In a letter sent lastNovember to the PRC, fourteen statelawmakers registered their concernsregarding the facility, noting in part that aliquefied natural gas storage couldincrease the “risk of dangerous methane-fueled fires and wildfires.”The regulation commission’s evidentiaryhearings for the NMGC project will beheld throughout the rest of the week. The company earlier indicated that ithoped to launch construction of the RioRancho facility by the spring of this year, with a general completion date ofsometime in 2026.Copyright: Canva Pro

77REAL ESTATE NEWSNATIONALBUILTENVIRONMENTIn an effort to stave off loan defaults, theSmall Business Administration hasannounced a new approach to smallbusiness owners who received federalhelp during the months of the Covid-19national economic shutdown.Such owners usually took advantage ofone of two SBA offerings: either thePaycheck Protection Program or a Covid-19 Economic Injury Disaster Loan. SMALL BUSINESSADMINISTRATIONANNOUNCES NEWPAYBACK INITIATIVEFOR COVID-19 LOANSBy Garry Boulard, The Built Environment01/10/2024Copyright: Canva ProBoth programs proved wildly popular intheir heyday, with the Payroll ProtectionProgram handing out just over $790billion before the program reached itscalendar end on May 31, 2021.The Covid-19 Economic Injury DisasterLoan program provided $225 billion inloans until its extended deadline ofDecember 31, 2021.Even though the loans with bothprograms have been long since lent, andpaybacks have been made on a scheduledbasis, the SBA is instituting a new policyimposing a 60-day goodwill exceptionthat began on the first day of this yearand will end on this coming March 3.Continues >
During the next two-month period, the agency announced in a press release that theSBA will "build on its extensive outreach to affected businesses to ensure that PPPborrowers know how to apply for forgiveness, and Covid Economic Injury DisasterLoan borrowers are aware of repayment options."Those options, not incidentally, include the opportunity for hardship repayment plans. Perhaps most importantly, the SBA has also declared that it will "refrain fromescalating collections activities" until after the early March extension deadline. Besides the simple honesty involved in paying back money that was lent in good faith, the SBA is reminding its pandemic loan recipients that settling their debts with theagency will "result in better credit scores, which make it cheaper and easier to buy ahome or car in the future, and eligibility for future government financial assistance." AGC would like to share an exciting tool to demonstrate the economic impact of infrastructure investment inNew Mexico - ‘AGC Construction Impact Model’.AGC of America partnered with Brian R. Lewandowski, University of Colorado Boulder to produce a flexiblebut simple economic model that calculates the impact on employment and output in each state from varioussizes of investment in different types of construction. The below link provides an explanation and instructions for using the model. The table below shows an example of the results obtainable from the model, in this case, the total instatejobs (construction, supplier and induced jobs throughout the state's economy) and total instate output from a$1 billion investment over one year in three types of construction: highways, nonresidential buildings, orother nonresidential structures (infrastructure).Users can choose from:Seven other types of investment in single- or multifamily construction, repair and maintenance, orarchitectural and engineering services. Any dollar amountAny starting yearAny duration for the investmentIn addition to total instate jobs and output, the model shows separately the impact on construction, supplierand induced jobs, output, and value added (or state gross domestic product, the amount of labor income andprofits added by the investment), and the 10 sectors that receive the most additional spending. To access AGC’s ConstructionImpact Tool click here.
