04BUILTENVIRONMENTAn effort is currently underway topreserve some 245,000 acres of land insouthern New Mexico and in the processbuild a network of trails as well as acultural center. What supporters hope will be theMimbres Peak National Monument takesin a stunning swath of land in LunaCounty that includes endangered plantspecies and serves as the home tomountain lions, coyotes, mule deer, andquail, among other species.A group called Protect Mimbres Peak hasrecently been formed with the mission ofsecuring federal protection for acreagethat also includes parts of the CookesRange, Florida Mountains, Good SightMountains, and Tres Hermanos. In setting aside the land as a nationalmonument, Mimbres Peak would becomea federally-protected site, much like theGrand Canyon or Yellowstone NationalPark, and open to visitors just as thosetwo national treasures are.A study by the Denver-based BBCResearch & Consulting has indicated thatMimbres Peak could easily attract up to220,000 people a year or more, sparkingup to $13 million in local spending. It was also estimated that the site wouldcreate tax revenue for the state, county,PROPOSAL FOR MIMBRES PEAKNATIONAL MONUMENT MAY SEEPUBLIC INPUT MEETINGSBy Garry Boulard, The Built Environment01/17/2024and local governments to the tune of$653,000 annually. The report additionally noted thatspending generated by such monuments"circulates in the local economy, asbusinesses where visitors spend theirmoney purchase goods and services fromother businesses and as workers spend aportion of their earnings on local goodsand services."In announcing the land preservationeffort last month, Ray Trejo, a member ofthe Luna County Commission, took noteof the area's somewhat stagnanteconomy and remarked: "We can allagree that our community needs someuplifting."The next step in the preservationmovement, besides petitioning membersof Congress to support it, will most likelysee a series of public input meetings heldin the months to come. While theoutcome of these campaigns will havesignificant implications on policy debates atthe national level, they should notovershadow or minimize the importantpolitical races for control of state legislaturesand gubernatorial offices across the country. The outcome of these more grassroots racesin comparison to control of state capitolsmay be more reflective of the policies ofimportance to the American people.Republican governors currently hold a 27 to23 advantage over Democrats heading into 11gubernatorial elections later this year. The 11states holding gubernatorial races in the fallare Delaware, Indiana, Missouri, NewHampshire, North Carolina, North Dakota,Utah, Vermont, Washington and WestVirginia. Except for Montana, North Dakota(to be determined), Utah and Vermont, thecurrent incumbents are either term-limited,not seeking re-election or seeking anotherelected office. North Carolina is expected tobe one of the most competitive this yearbecause Democrat Rory Cooper is unable toseek reelection based on term limits and therecent Republican successes for statewideand presidential offices.CONTINUE READING >NAIOP EVENTCALENDARJANUARY 2024Copyright: Canva ProMONDAY JANUARY 22ND11:30 AM - 1:30 PM: MONDAY JANUARY 22ND – AI AND TECH INCOMMERCIAL REAL ESTATE - CLICK HERE

In a letter addressed to the Senate Appropriations Subcommittee on Commerce,Justice, Sciences & Related Agencies, the Senators note that the “rapid advancement ofAI innovations has brought forth immense possibilities and opportunities.”But with that advancement comes “potential challenges and risks that must beaddressed in a safe manner.”To that end, they say, the new AI Safety Intelligence Institute has the capability ofproviding a “dedicated platform for research, collaboration, and implementation ofsafety measures in AI development.”The Institute's mission will additionally promulgate a “strategic imperative to ensurethat AI technologies are developed in a manner that reflects our shared democraticvalues and supports American industry.”The AI Safety Intelligence Institute, operating under the auspices of the NationalInstitute of Standards and Technology, was initially rolled out in November and taskedwith developing standards for “authenticating AI-generated content,” while alsoproviding “testing environments for researchers to evaluate emerging AI risks andaddress known impacts.”The $10 million requested by Cantwell, Young, Heinrich and others would be used to“bring on additional staff, accelerate work on testing environments, fund joint researchpartnerships, and support the coordination of private sector engagement” in theInstitute’s work.In October, President Biden signed an executive order designed to require AIdevelopers to follow safety and security standards in all AI-generated content.Noting that AI is growing at what he called a “warp speed,” Biden remarked: “To realizethe promise of AI and avoid the risk, we need to govern this technology.”97BUILTENVIRONMENTCopyright: Canva Pro

AGC would like to share an exciting tool to demonstrate the economic impact of infrastructure investment inNew Mexico - ‘AGC Construction Impact Model’.AGC of America partnered with Brian R. Lewandowski, University of Colorado Boulder to produce a flexiblebut simple economic model that calculates the impact on employment and output in each state from varioussizes of investment in different types of construction. The below link provides an explanation and instructions for using the model. The table below shows an example of the results obtainable from the model, in this case, the total instatejobs (construction, supplier and induced jobs throughout the state's economy) and total instate output from a$1 billion investment over one year in three types of construction: highways, nonresidential buildings, orother nonresidential structures (infrastructure).Users can choose from:Seven other types of investment in single- or multifamily construction, repair and maintenance, orarchitectural and engineering services. Any dollar amountAny starting yearAny duration for the investmentIn addition to total instate jobs and output, the model shows separately the impact on construction, supplierand induced jobs, output, and value added (or state gross domestic product, the amount of labor income andprofits added by the investment), and the 10 sectors that receive the most additional spending. To access AGC’s ConstructionImpact Tool click here.
