You won't want to miss "Davis-Bacon and Related Acts Three-Part Webinar Series:Understanding, Influencing and Complying with FederalPrevailing Wage Requirements" kicking off February 21,at 1PM MST. The application of the Davis-Bacon and Related Acts(DBRA) to federal and federally assisted constructionprojects leaves many contractors uncertain about therequirements of federal prevailing wage laws and theconsequences of non-compliance. Failure to complyputs covered contractors at risk of catastrophicconsequences, from losing money on contracts due tofailure to understand labor costs, to high dollar back payand related penalties, to debarment from future federalwork. Adding further confusion, the U.S. Department ofLabor (DOL) recently enacted a massive overhaul andupdate to the regulations governing the DBRA. Thisthree-part webinar series seeks to help contractorsavoid those risks by educating staff tasked with DBRAcompliance and administration on coverage, requirements, pitfalls, and enforcement of these laws.CONTINUE READING >Copyright: AGC NM

75BUILTENVIRONMENT2024RESOLUTIONSFOR OFFICEOWNERS ANDBROKERSAs we start a new year, the office outlook isstill mixed. Although more companies arerequiring employees to be in the office somedays per week, we are far from the highoccupancy that many central businessdistricts enjoyed before 2020. Companies arestill figuring out their workplace strategies –how often to bring in employees and how tobetter use their space for the reality of worktoday. At the same time, financing and refinancingoffice loans for owners is increasinglydifficult. Every margin matters: How theproperty is managed and what improvementscan be made may be the difference thatprevents a forced early sale. So, in the near term, we must find a newequilibrium in how office space is positioned. My colleagues from CORFAC Internationaloffices around the world shared what they’reseeing in the office sector and how officeowners and brokers need to respond.FIVE RESOLUTIONS FOR THE OFFICE SECTORInvest in amenities that make adifference. The competition to add moreand better amenities is challenging, butthose focused on wellness, advancedconnectivity, comfort and attractivenesscan make it more compelling foremployees to return to the office andtenants to commit to the space.1.CONTINUE READING >NAIOP EVENTCALENDARMARCH - APRIL 2024Copyright: Canva ProTHURSDAY MARCH 7TH7:30 AM - 9:00 AM: RRRT – LEGISLATIVE UPDATE - CLICK HERETHURSDAY APRIL 4TH7:30 AM - 9:00 AM: RRRT – MAYOR(S) ROUNDTABLE - CLICK HERE

Greystar, who manages thousands ofproperties across the U.S., started withlisting over 100 short-term rentals (STR)since January of 2023, according toGreystar. Developing and recently completedproperties operated by Greystar such asthe Allaso Senary and Allaso Journal inNew Mexico do not make the list ofAirbnb-friendly properties.Short term rentals in New Mexico havebeen approached with legislativerestraint due to the affordable housingsupply. Opposition to the legislation hasargued that it has limited employmentopportunities for those leasing them. According to the Santa Fe Reporter, theSanta Fe City Council approved anordinance that lowered the cap on STRsfor non-residents in certain areas, effective February 9th, 2024. Continues >Global property operator, Greystar RealEstate Partners, LLC, announced thattheir residents have raked in millionsafter a year of partnering with Airbnb.According to a press release, Greystar’sresidents made a combined $3 million inincome from hosting their apartmentsand the operator earned more than$950,000 in revenue from thepartnership program. In Albuquerque the same limits havebeen pursued as the city council voted onand failed to pass an ordinance thatwould establish a city wide cap to nomore than 1,200 permitted STRs. Thiswould place a three per person limit onpermits.Data from AirDNA lists 36,000 STRscurrently in Albuquerque and 28,000 inSanta Fe, the majority of which areresidential or single-family dwellings. Opportunities to capitalize on Airbnbapartment listings in other statesthrough Greystar’s buildings also furtherextended. Greystar’s managed inventory ofmultifamily properties has nationallyincreased by 38,000 units since enteringin an agreement with Wood Partners onFebruary 1st, 2024. The Built Environment reached out toGreystar Regional Property ManagerJustin Stone, as well as Greystar MediaContact Zain Abouseido, for comment onthe operator’s void in New Mexico’s STRproperties. Requests for comment hadn’tbeen fulfilled by the time of publication. State government data shows thathomelessness has spiked while single-family dwellings are positioned as themain stake for STRs in New Mexico. The Legislative Finance Committeepublished a report in May of 2023 statingthat there had been a 48% increase inhomelessness from 2022 to 2023.Property taxes for current single-familyhomeowners may be subject to changeon the state level. A currently germane bill introduced inthis year’s 30-day session by SenateMajority Leader Peter Wirth (D), SB 207,seeks to exclude certain STR propertiesfrom the definition of “residentialproperty” in the state’s property tax -

Single-family dwellings, as amended bythe bill, are designated as residentialproperties which are offered for rent fora term of less than 30 days for 60% ormore of a tax year. In other words, theprimary property type for STRs in NewMexico would be solidified as“residential” under the tax code. The Built Environment attempted to contact Sen. Wirth for their stance onlimiting the number of STRs through apermitting system statewide and whatthe intended impact was of SB 207. As ofpublication, Wirth has not fulfilled therequest for comment. The legislative session will end onFebruary 15th, 2024.In the press release announcing thebenefits of the program with Airbnb,Managing Director leading the FlexibleLiving Strategic Services platform atGreystar, Young Hill said, "Additionally, our community management teams gainvaluable tools for enhanced visibility andcontrols. AGC would like to share an exciting tool to demonstrate the economic impact of infrastructure investment inNew Mexico - ‘AGC Construction Impact Model’.AGC of America partnered with Brian R. Lewandowski, University of Colorado Boulder to produce a flexiblebut simple economic model that calculates the impact on employment and output in each state from varioussizes of investment in different types of construction. The below link provides an explanation and instructions for using the model. The table below shows an example of the results obtainable from the model, in this case, the total instatejobs (construction, supplier and induced jobs throughout the state's economy) and total instate output from a$1 billion investment over one year in three types of construction: highways, nonresidential buildings, orother nonresidential structures (infrastructure).Users can choose from:Seven other types of investment in single- or multifamily construction, repair and maintenance, orarchitectural and engineering services. Any dollar amountAny starting yearAny duration for the investmentIn addition to total instate jobs and output, the model shows separately the impact on construction, supplierand induced jobs, output, and value added (or state gross domestic product, the amount of labor income andprofits added by the investment), and the 10 sectors that receive the most additional spending. To access AGC’s ConstructionImpact Tool click here. Construction sites are often targeted bycriminals, vandals, and other unauthorizedindividuals who are looking for anopportunity to steal equipment, tools, andother valuable items. Most locations holdhundreds of thousands worth of assets andmaterials on site, sometimes with little to nosecurity. In 2021, there were 11,504separate instances of construction theft inthe U.S. Those were only the reportedinstances, nearly double that of gas stationburglaries, and quadruple that of grocerystore thefts.According to the Department of Energy, over$1 billion worth of copper is stolen each yearnationwide, a large percentage of whichcomes from construction sites.
