04Youth soccer players and Bernalillo Countyofficials were among the first to score a goalon new turf in Mesa Del Sol on Monday.HB Construction recently completed thefirst half of phase two for the Mesa Del SolSports Complex which includes fourartificial turf playing fields, parking,pedestrian facilities, drainage, utilities,lighting, irrigation and landscaping. Dekker Perich Sabatini and SmithEngineering are responsible for the designof the complex. According to a county press release theproject broke ground in January of 2023.Beyond this phase of construction, themaster plan includes a Sports LifestyleBuilding, a cricket pitch area, as well asoverflow and RV Parking. On the outer edge of the complex there arealso plans to build a COVID-19 Memorial which is estimated to cost $900,000.Phase two completion of the complex leaves 11 of the total 31 fields finished andin its entirety was estimated to cost $10million. Phase four construction of the tourismgeared sports complex, adding at least 19more fields, is anticipated to continue in2025. Sheetflow can be described as a planularstorm water diffusion technique whicheliminates turbulent runoff and isrecognized by Virginia Tech as a bestpractice in dispersing concentrated runoff. Smith Engineering had designed thesheetflow so that water would be divertedaway from the edge of the Mesa and intoartificial ponding for drainage. Cain said New Mexico-based GuzmanConstruction Solutions had to pull outroughly 66,000 cubic yards of dirt, whichnow sits west of the fields, to make way forthe turf contractor. A rubber granular fill is spread across theturf with a machine that closely resembles astreet sweeper. This material gives the turfshock absorption which helps preventsports injuries.“The county’s also in the process ofpurchasing equipment to maintain thefields,” said Cain. BUILTENVIRONMENTThe Built Environment met with HBConstruction Project Manager, Brian Cain,at the event revealing the new turf for amore technical insight. Cain said that thus far HB Construction hascovered a combined 19 acres with fields andparking space that was surveyedbeforehand by New Mexico-based, CSTI.These four AstroTurf fields showcased atthe inaugural kick off won’t be stand alone,as two more synthetic turf fields areincluded in the master plan. Rocky Mountain Turf Systems has suppliedand installed synthetic grass which requires,according to Cain, an almost perfect gradingfrom one end to another for properirrigation.“This is all sheetflow the way it’s set up. Some 65 projectsto be undertaken by 55 public entities areauthorized for funding in the legislation. All of those projects, according to the bill,have already seen the completion ofpreliminary engineering and design analysisreports.House Bill 211 is designed to make fundingfor wastewater projects available throughthe state's Water Trust Board. In so doing,the legislation amends the Water ProjectFinance Act, allowing water project funds tobe used for technical assistance services,with an emphasis on projects centered onpublic health and safety issues. Members of the El Paso City Council havegiven their approval to a project that will seethe replacement of a downtown bridgecrossing over the tracks of the Union PacificRailroad.In a resolution, council members gave theirstamp of approval to an agreement forgedby the City and the State of Texas to tacklethe bridge project under the auspices of theHighway Bridge Replacement andRehabilitation Program.The project, which will also see newpavement, concrete curbs, and gutters,comes with a price tag of $420,000. The site for the campus was originally zonedfor a master planned community by CiprianiLand Holdings to be called Cipriani, whichwas originally proposed in 2008. After thatproject, for various reasons never becamereality, the property was sold for $40 millionto the Phoenix-based Arizona LandConsulting.The proposal is now on its way to theBuckeye City Council for a final review andvote.For the better part of a decade, Buckeye hasconsistently been listed as one of thefastest-growing cities in the country, with apopulation of more than 105,000, up fromthe 4,000 or so who called the city home inthe 1980s.Windsor in a joint move to get the facilitybuilt.
