04WHERE THE WEST SIDE ISGOING, IT WILL NEED ROADSBy Dane Vaughn, The Built Environment04/10/2024BUILTENVIRONMENTSeveral projects are laying the groundwork for a new horizon as Albuquerque’s builtenvironment continues to spill westward. Last week, Bernalillo County announced that $4 million in federal funding will be poured intothe reconstruction and expansion of a road that links two ends of the city, Atrisco VistaBoulevard. According to a press release from the county, Sen. Martin Heinrich and Rep. Gabe Vasquezsecured the federal funds via Community Project Funding requests for the U.S. senate’sfiscal year 2024.This allocation was the second highest request amount for the state of New Mexico and thehighest request from Heinrich designated under Highway Infrastructure Programs.The current state of Atrisco Vista Boulevard on the west end of the City of Albuquerque. Heinrich and Vasquez’s push for the fundingwas driven by the development momentumof the city’s west side. “That's why I’m proud to have teamed upwith Congressman Gabe Vasquez to secure$4 million to reconstruct Atrisco VistaBoulevard near Double Eagle Airport,improving the commute for local workersand expanding employment opportunitieson the Westside," Heinrich said in therelease. $4.3 million, the largest amount requestedby Heinrich, will be allocated to watersystem improvements in Truth orConsequences. Atrisco Vista Boulevard, once named Paseodel Volcan before the Department ofTransportation finished installing newsignage in 2011, is being designed to include12-foot driving lanes, 6-foot bike lanes, amulti-use trail and clearance for anexpanded four-lane section. A design study conducted in 2019 byParametrix in collaboration with the cityand county estimated that the project, a2.35 mile link between Double Eagle II Roadto Paseo Del Norte, would cost $11 million. That estimate has now extended to nearly$12 million.“These funds will be added to existingfederal and state funds to complete the$11.8 million project which is a priority forboth safety and an emerging economicdevelopment corridor on the Westside,”said Bernalillo County Manager JulieMorgas Baca in the release. Just as this portion of the funding wasannounced, a 60-acre ground leaseagreement was approved by the city councilthat would set the stage for new filmproduction facilities to be built near theupdated road. According to a city press release, theunanimous approval of EC-2494 by the citycouncil will now give Mesa Media Holdingsthe cue to use an estimated $57 million incapital investment for studios, sound stagesand ancillary facilities on the proximal land. Mesa Film Studios, a Mesa Media Holdingscompany, will pursue both a groudbreakingfor this summer and to become the state’snext film partner for expanded tax credits,reported Albuquerque Business First. To the benefit of those future studios, aswell as future and current residents of thearea, $1.6 million was awarded toAlbuquerque’s MWI Incorporated for a fiberoptic installation project as of April 5th,2024. Installation of the internet infrastructurewill be along Atrisco Vista Boulevardstarting from Central Avenue to LaderaDrive, according to a vicinity map obtainedby The Built Environment.This fiber optic expansion project was firstcancelled in January of 2024 due to areported funding shortfall. According to themost recent wage decision approvalsummary by the New Mexico Departmentof Workforce Solutions for the project,there are currently $1.2 million federalfunds involved. That same $1.2 million was listed in theprevious wage decision approval when itoriginally bid.As new federal funding is now to becontributed to connecting the west side tothe internet, a group of graduate students atthe University of New Mexico are lookingfor input to process the area’s future. Westside Vision for 2100, as reported bythe UNM Newsroom, is a communityoutreach project from the university’sschool of architecture and planningdepartment. 06BUILTENVIRONMENTFunding from state Sen. Moe Maestas isassisting the team in planning communityevents to elicit public comment from west-siders about the area’s future development.“The Westside of Albuquerque is expectedto absorb the majority of Bernalillo County’sgrowth over the next 80 years, and thisproject will work to identify what thatgrowth will look like and how it will come tofruition,” said the report. Students are planning the next communitymeeting on April 11th, 2024, at 1517 CoorsBlvd. NW from 4 p.m. to 6 p.m. A final presentation overviewing theinitiative does not yet have a billing date butcan be anticipated for next week, accordingto the report.
