04For the past week, the City of Albuquerquehas  been  hosting  a  public  forum  about  thebuilt  environment  for  community  membersin various districts.City  officials engaged  the  public in  its  third“Constructive Conversations: Building  OurCity Together”, Tuesday at the Los DuranesCommunity  Center  in  northwestAlbuquerque.Attendees  had  the  opportunity  to  speakwith  city  officials  in  coordinated  breakoutsessions  for  input  afterwards.  One  suchmember of the public had other plans.City  Councilor  Joaquín  Baca,  alongsideMayor Tim Keller and various planning  anddevelopment  administrators,  spoke  to  aroom full of community members with theintent to overview and receive feedback onprojects in the city’s district two.District  two  largely encompasses  the  city’sdowntown  area  between  the  Rio  GrandeRiver  and  Interstate  25  and  stretches  fromthe South Valley to the North Valley.“Every  two  years  we  gather  input  to  spendall  sorts  of  taxpayer  money  on  builtenvironment and  so this is the beginning  ofthat process,” said Mayor Tim Keller.Keller said that in previous decades the cityhad  been  six  to  eight  months  late  with  thissame process.The  goals  of  this  process  were  outlined  bycity  officials  as:  fostering  dialogue  tounderstand diverse perspectives, identifyCITY TALKS $3 BILLION IN IMPROVEMENTS,ATTENDEE VOICES PUBLIC HEALTH CONCERNBy Dane Vaughn, The Built Environment05/08/2024BUILTENVIRONMENTCity of Albuquerque Mayor Tim Keller speaking to a full conference room at Los Duranes Community Center onTuesday, May 7th, 2024. 05priorities of community needs, enhancecollaboration, promote sustainability andcultivate inclusivity. Deputy Director of Municipal Development,Jennifer Turner, then broke down the city’scapital implementation program whichallocates general obligation bond fundinginto capital improvement projects. “So, total we have three billion dollars incapital funding to support all of theseprojects,” said Turner. Turner depicted the funding sources in a piechart that divided the funding sources.Between all of the sources, federal and statefunding were equivalent at 8%. Enterpriseand local funds comprised the largestfunding sources. Councilor Baca will have 37 differentprojects going on the ballot in November2025 for district two: 22 road developmentprojects, eight parks and recreationprojects, five arts and culture projects andtwo public safety projects.A neighborhood resources applicationcalled the Neighbor-hub was presented toattendees and the city planning departmentannounced a permit tracking software toarrive in fall of 2024.One public health concern was repeatedlyposited by an attendee, prior to thebreakout sessions planned by the city, asMayor Keller was touching upon currentand completed projects. “How much more radiation are we gettingfrom the streetlights because it’s not justlights, there are other technologiesembedded in them, is that correct?”, askedthe attendee.Keller responded by deferring the attendeeBUILTENVIRONMENTCopyright: Courtesy of the City of Albuquerque

06to a representative of the companyreplacing the posts with light emitting diodestreetlights, Dalkia. “We have the person who can literallyanswer your question. They’re in the backwith DMD and Dalkia. She’s here tonight,just for you. We brought the person who canexplicitly answer your question, so pleasecheck in with her after, okay?” said Keller. Dalkia, according to Regional GovernmentAffairs and Community Relations Manager,Cheyenne Ernst, is under contract with thecity to operate and maintain city ownedstreetlights. Ernst was referred to as one of the expertsto address the concerns of the outspokenattendee.When asked by The Built Environmentabout how the technology used to linklighting controls to the city’s BalancedResource Acquisition and InformationNetwork (BRAIN) could emitelectromagnetic radiation via itscommunication processes, Ernst said:“Potentially, I don’t really know how thattechnology works. Someone with Ubicquiawould have, I think, answers to thosequestions about how that data actually getstranslated.”Ernst said that Ubicquia supplies the Dalkia-operated smart meters used to monitorenergy consumption for the smart cityapparatus.Dalkia is an international company basedout of France that was once named ImtechGroup. Smart meters that use electromagneticfields for real time communications and theinternet of things have been a public healthconcern of scientists internationally. BUILTENVIRONMENTA group of scientists and doctors preparedand submitted a moratorium onelectromagnetic radiation to the EuropeanUnion which as of 2023 has been signed by436 scientists and medical doctors.42 scientists and medical doctors from theU.S. are listed as signatories. According to the group’s appeal, “Numerousrecent scientific publications have shownthat EMF affects living organisms at levelswell below most international and nationalguidelines. Effects include increased cancerrisk, cellular stress, increase in harmful freeradicals, genetic damages, structural andfunctional changes of the reproductivesystem, learning and memory deficits,neurological disorders, and negativeimpacts on general well-being in humans.”Image partially generated using text to image AI. City officials have said that the structure, onthe south side of downtown Phoenix, haslong been in need of an upgrade.
