00BUILTENVIRONMENT04ASIA EXHIBIT AT BIOPARKCOMPLETES CONSTRUCTIONPHASE ANDNEARS OPENING TARGETAn Asiatic world with uniquely created activityfeatures for animals, amid several industry setbacks,is soon to be released at the Albuquerque BioPark. The Asia Exhibit at the Albuquerque BioPark has usedfunds from New Mexico’s Gross Receipts Tax todevelop and engineer inventive features for the pasttwo years and is now undergoing post constructionpunch-lists, according to Bradbury Stamm ProjectEngineer Dante Gonzales. “There are a lot of technical loose ends that alwayscome with these zoo projects, is what we’ve learned.Especially in speaking with our consultants who workspecifically on zoos,” said Gonzalez.Gonzalez said that the exhibit has certificates ofoccupancy and is in post construction inspection witha cost to date of $31.3 million and a total of 560requests for information. By Dane Vaughn, The Built Environment08/09/2023Requests for information or RFIs are documentedcommunications between contractors, designers andvendors to clarify and locate discrepanciesthroughout the building process. For example, an RFI on this project addresses thespecific size of boulders at the base of the tiger pond.A member of the design team responded to this RFI bystating that certain boulders would not be acceptableas orangutans will at some point occupy this exhibitspace and could easily pick one up. Aside from the hundreds of RFIs, Bradbury Stammalso ran into supply chain delays and a labor deficitacross all trades, said Gonzalez. “There’s a mass amount of issues with maintaining aconsistent sized crew and a quality crew who wants tokeep working across all trades,” said Gonzales. In November of 2022, The Built Environment reportedthat the estimated completion date for constructionwas May 30th, 2023. Deputy Director for the Department of Arts &Culture, Brandon Gibson, said that the opening datewould be announced soon and that the city is lookingto have a ribbon cutting event for the Asia Exhibit inearly October in an email to The Built Environment. Benefits may be derived from a change in business activity, policy,government spending, or other activity. This model estimates the economicbenefits from infrastructure spending using the IMPLAN input-output model.Results are disseminated in terms of direct, indirect, and induced impacts onemployment, labor income, employee compensation, value added, and output.Note that this model only examines the economic benefits--but economiccosts, which derive in large part from the sources of funding for infrastructure(e.g., taxes, personal income, prices, etc.), should also be included in thecalculus of net economic impacts. The sources of impacts that sum to economic benefits cover construction andoperating expenditures, including the off-site spending by employees and thespending on goods and services within the supply chain.The multiplier effect of spending within the supply chain, or the indirectimpact, estimates the indirect employment and earnings generated in thestudy area due to the interindustry relationships between the facility andother industries. As an example, consider a manufacturing company. The firmemploys managers, engineers, machinists, and support staff for its directmanufacturing operations. In addition, the company spends on goods andservices to support its manufacturing operations, leading to auxiliary jobs inthe community in transportation, accounting, utilities, retail goods, and so on—the indirect impact. Furthermore, employees spend earnings on goods andservices in the community, leading to jobs in retail, accounting, entertainment,and so on—the induced impact.Conceptually, the multiplier effect quantifies the economic ripple effect ofeconomic activity. This ripple effect can be positive or negative depending if acompany or industry is expanding or contracting. Multipliers are static and donot account for disruptive shifts in infrastructure without specificallyaddressing infrastructure changes.DEFINITIONSDirect Impact: Initial economic activity (e.g., sales, expenditures, employment,production, etc.) by a company or industry.Employment: Full-time and part-time workers.Gross Domestic Product (GDP): A measure of economic activity, GDP is thetotal value added by resident producers of final goods and services.Gross Output (Output): The total value of production is gross output. UnlikeGDP, gross output includes intermediate goods and services.Indirect Impact: The upstream (backward) economic activity impacted bypurchases along a company or industry supply chain.Induced Impact: Economic activity derived from workers spending theirearnings on goods and services in the economy. According to astate-by-state analysis of U.S. Bureau of LaborStatistics data released today by AssociatedBuilders and Contractors, 15 states had lowerunemployment rates over the same period,seven were unchanged and 28 states werehigher. All states posted an unemploymentrate lower than 8%. National NSA payroll construction employmentwas 199,000 higher than in June 2022. FromFebruary 2022 through June 2023, seasonallyadjusted construction employment was aboveits pre-pandemic peak of 7.6 million.In October 2021, residential constructionemployment moved above its pre-pandemicpeak, while nonresidential constructionemployment only recently did so in February2023. Work could begin next spring on theconstruction of a large liquid natural gasstorage facility that will cost around $180million to build and will belong to theAlbuquerque-based New Mexico GasCompany.The project is slated to go up on a site inRio Rancho two miles to the north of theDouble Eagle II Airport and west of theAtrisco Vista Boulevard. And it could head down further inthe next few months, according to a post byRealPage Chief Economist Jay Parsons. But heexpects the rent growth slowdown to level offrelatively soon. He explains:On a month-over-month basis, asking rentshave actually risen in every month this year sofar, Parsons writes, noting that the year-over-year rent change is cooling quickly because2023′s increases are so far below 2022′s. “Sowe’re replacing big numbers with smallernumbers in the more closely watched year-over-year calculation.” For example, year-over-year rent growth hit 0.78%, the lowest figuresince July 2010.
