Located at 939 Salazar Road in an open rural area withimpressive mountain views, the Filemon Sanchez Park inTaos has long been a local and regional favorite withregularly scheduled softball games, picnic, and walking space. Now Taos officials are studying a master plan to upgrade the10-acre park, situated around two miles to the southeast ofthe Taos Town Plaza.New Mexico Democrat Representative Teresa LegerFernandez has secured funding to improve the park, whichwas first opened in the summer of 1982.In a letter to the House Appropriations Committee asking for$1 million in funding, Leger Fernandez remarked that thepark for some time has been in a "state of disrepair."She also, noting the nearly 7,000-foot altitude of Taos, commented that "revitalization of the park at a high altitudewould provide revenue to the Town of Taos by giving it theability to host soccer, baseball, and softball tournamentswith the teams around the region."The condition of the Filemon Sanchez Park has also been onthe minds of town officials, especially after an agreementwas forged last fall, transferring ownership of the park fromthe County of Taos to the city.In a recent staff presentation before members of the TaosTown Council a master plan for refurbishing the park wasdiscussed. That refurbishment, which could cost as much as$6 million, would most likely include the upgrading ofrecreation and soft ball areas, as well as general buildingfacilities and parking lot work.A proposal has also been aired to put on this November'sballot in Taos a $7.5 million general obligation bond thatwould go toward bringing the park up to date.FUNDING FROM WASHINGTONSECURED FOR POPULAR TAOSRECREATION PARKBy Garry Boulard, Construction Reporter 06/27/2024Copyright: Canva pro29BUILTENVIRONMENT

Inannouncing the store closings, a focus on locationsthat are considered to be underperforming is implied.Stores that are located too closely together areparticularly targeted for closure. Another half dozenWalgreens on the West coast, where theft hasbecome an increasing problem, are also soon to behistory.According to a company statement sent to USAToday, Walgreens said that about “25% of its storesare not contributing to the chain’s long-termstrategy.”

78BUILTENVIRONMENTWhile polls have repeatedly showed middle-and lower-income Americans concerned abouttheir financial futures, a new survey indicatesthat even those making a lot of money areanxious.According to a just-released survey by theFederal Reserve Bank of Philadelphia, nearly athird of respondents earning between$100,000 and $149,000 said, in thinking aboutthe economy for the rest of the year, that theywere very concerned about "making endsmeet."That figure is up from just over 21% whoexpressed similar concerns earlier this year.An equally strong 32.5% of those making morethan $150,000 annually also voiced concernsabout their financial security. In 2023, only21.7% in this category expressed worries. The Federal Reserve Bank of Philadelphia'sLabor, Income, Finances, and Expectationssurvey additionally showed, perhaps ironically, that among the various income levels, "most ofthe increase in concern about making endsmeet came among those who can currently payall of their bills."Among all respondents to what is known as theLIFE survey, respondents since early 2023have remained "generally optimistic abouttheir income prospects, with net positivevalues in all demographic segments," noted anarrative accompanying the survey.EVEN THOSE WITHHEALTHY INCOMES AREWORRIED ABOUT THEIRFINANCIAL FUTURE,SAYS NEW SURVEYBy Garry Boulard, Construction Reporter 06/28/2024But optimism appeared an elusive thing inthe most recent LIFE survey, with thelargest decline in good feelings seenamong those who are "older, lower-earning, female, or non-White."What is described as an "observabledecrease in optimism" appears to belargely driven by a decline in thepercentage of people "expecting higherincomes," along with a rise in thoseanticipating a decrease in wages.Meanwhile, the percentage ofrespondents who expected their incomesto remain the same from year to year hasbeen static, with 41% earlier this year and41% this spring counted in that group. Finally, in asking about the type andnature of financial disruptionschallenging the respondents, just under22% pointed to nonmedical expenses, followed by 16.7% who blamed housingcosts increases; and 13.1% whoreferenced what they listed as"significant healthcare expenses."The LIFE survey is put together by theFederal Reserve's Finance Institute, withthe stated goal of obtaining insights that"contribute to a healthy consumer sector,a stable financial system, and a resilientregional and national economy."Copyright: Canva pro

97BUILTENVIRONMENTNATIONALLEGISLATIONSometime in the next several weeks the U.S.Supreme Court may hand down a ruling thatmany legal scholars are saying could haveprofound federal regulatory implications.Decided by the higher court in 1984, what isreferenced as the Chevron Deference haslong been criticized by various businessgroups as giving too much power to federalagencies.SUPREME COURTDECISION ONCONTROVERSIALCHEVRON DEFERENCEMAY SOON BEANNOUNCEDBy Garry Boulard, Construction Reporter 06/27/2024Copyright: Canva proIn the original ruling, Chevron U.S.A. vNational Resources Defense Council, thecourt agreed with the NRDC after thatgroup said the Environmental ProtectionAgency was being too lax in itsinterpretation and enforcement of theClean Air Act, especially as it applied to bigcompanies such as Chevron. In response, the Supreme Court ruled infavor of empowering agencies with a certainamount of latitude in the area ofenforcement activity. To that end, the Courtgreatly empowered those agencies in caseswhere the wording of a statute is notprecisely clear. The actions of the agency in question, saidthe Court, should be deferred to, thuscreating what has popularly come to beknown as the Chevron Deference.Court watchers have recently said that it isalmost certain the Chevron Deference is onits way out. Several months ago, the NewYork Times remarked that the "foundationaldoctrine of administrative law known as theChevron Deference appeared to be in peril."Earlier this month, the WashingtonExaminer remarked that a new ChevronDeference ruling "could reshape the balanceof power between federal agencies and thejudiciary," while also giving "small litigantsdue process leverage." "Requiring Congress to be moreexplicit and shifting statutoryinterpretations from agencies back to thecourts will alleviate that uncertainty."Twelve “tech hubs” will receive a combined$504 million in grants to help build facilitiesand implement other efforts to boost selecttechnologies as part of an effort tostrengthen the nation's economy, the U.S.`Dept. of Commerce’s EconomicDevelopment Administration announcedJuly 2.Continue reading >BUILTENVIRONMENTDive Brief:The Supreme Court on Friday struckdown its so-called Chevron test thatgave deference to a governmentagency’s expertise when a law isambiguous.Continue reading >SUPREME COURT DEALSBIG BLOW TO FEDERALAGENCIESBy David Weisenfeld, ConstructionDive07/01/2024Copyright: Canva proTECH HUBS GET $504MIN GRANTS FROM BIDENADMINISTRATION FORCONSTRUCTION ANDRESEARCHBy James Leggate, Engineering News-Record07/02/2024Copyright: Canva pro
