04BUILTENVIRONMENTAn out of state developer, with the helpof a local non-profit and governmentofficials, lifted dirt from golden shovels tocommence an income based multi-familyproject Tuesday.The co-developers and co-owners;Thomas Development Co. from Boise,Idaho and the Supportive HousingCoalition of New Mexico are expecting tostart leasing in the 137-unit complextitled San Roque by this time next year. New SHCNM President and CEO Laura Chavez emceed the groundbreakingspeeches that took place betweenproject officials who have worked forthe past three years to initiate the $35million development.“The demand for more affordablehousing is more apparent now than everbefore, not just for those in need but forour community overall. Safe housing forall fosters safer streets and saferneighborhoods for all. By buildinghomes, we also build more jobs, moreeconomic growth for Albuquerque, andmore opportunity,” said Chavez in theco-developer’s press release. The one-to-three-bedroom apartmentbuilding within 165,735 square feet willinclude a meeting room for supportservices and counseling, a fencedperimeter with security gates, a fitnessroom, a business center and communitygardens. 05BUILTENVIRONMENTFunding for San RoqueChief Lending Officer Jeff Payne from theNew Mexico Mortgage Finance Authorityspoke amongst the CEOs and Presidentsco-developing the site, Mayor of the Cityof Albuquerque Tim Keller, the Housingand Homelessness advisor to the NewMexico Office of the Governor AmyWhitfield and Bernalillo CountyCommissioner Barbara Baca. “We’re happy to be able to provide $19.7million roughly in low-income housing taxcredits, we were able to provide another$2.6 million from the New Mexicohousing trust fund, there is also $800,000in federal home funds involved in thiscommunity and another $1.3 million inthe National Housing Trust Fund, afederal program,” said Payne.That $24 million sum is said to bejustified by the New Mexico AdvisoryCommittee’s 2022 study which found ayearly shortage of over five thousandnew single-family homes and sixthousand permanent supportive housingunits for the homeless, according to theco-developer’s press release.President and CEO of ThomasDevelopment Co. For the buildings, theunderground plumbing is beingperformed by Josh Plumbing andHeating,” said Tonks.Tonks said that the first phase ofconstruction has an estimatedcompletion set for October of 2024 and

Mannschreck also commented on thedeveloper’s base of operations, Boise,Idaho, and how migrating populationshelp create the housing demand.“Boise has become a preferreddestination for people to move off of thewest coast in search of what they believeis a better quality of life, so the net inmigration and the net population growthin Boise has been amongst the highest inthe nation for the last several years,” saidMannschreck.In 2022, the U.S. Census Bureaupublished a press release ranking Boiseamong the top places for populationgrowth.DesignErstad Architects, also from Boise, aredesigning San Roque alongside TieraWest, LLC.In the renderings released by HBConstruction, a rooftop deck is one ofseveral features incorporated into thebuild which was to the liking of City ofAlbuquerque Mayor Tim Keller.“That’s my favorite part already in thedesign because you get great views, asour west siders know out here,” saidMayor Keller.Andrew Erstad, founding Partner ofErstad, said that this is the fourthdevelopment they’ve been designingbetween Albuquerque and Las Cruces. LEED or Leadership in Energy andEnvironmental Design certifications arelike Energy Star certifications in thattheir criteria are based on cost-saving,reduced emissions and energyconsumption. Erstad said that the design firm has justrecently submitted a 90% completionplan set to the City of Las Cruces for asimilar senior development called LaPedrena.Pricing and ManagementThe area median income was adetermining factor in the number of unitsand rent pricing created for San Roque.Asset Manager for Thomas DevelopmentCo. Nicole Harper said rental prices wereset aside for those who fell within themedian income range. A 30 to 60 percent median range withinthe county population’s income isfactored into the qualified rent price forthe one-, two- and three-bedroom unitsbeing built. If HB Construction meets its estimateddeadline, low-income renters could leasea one-bedroom apartment for as low as$450 a month, a year from now. Harper provided the following priceranges for renters in this income scale,with the lower end being for the 30percent and higher end for the 60percent:One bedroom: $450-$950 per monthTwo bedrooms: $540- $1080 per monthThree bedrooms: $623 to $1245 permonthMonarch Properties Inc. will be managingthe apartment communities. The privateproperty management corporation hasmanaged over 8,500 units in NewMexico, Oklahoma and Texas, accordingto their website. Rental vacancy rates in New Mexicowere at six percent in 2022 which was a10-year low, according to research fromthe Federal Reserve of St. Louis using U.S.Census Bureau data. Nonresidentialconstruction input prices fell 0.1% for themonth.Overall construction input prices are 3.1%lower than a year ago, while nonresidentialconstruction input prices are 2.7% lower.However, prices increased in all three energysubcategories. Natural gas prices were up11.0% in July, while crude petroleum andunprocessed energy materials prices increased8.4% and 8.0%, respectively.“Goods prices continue to stagnate in thecontext of improved supply chains and asluggish global economy,” said ABC ChiefEconomist Anirban Basu. “It has been theimprovement of supply chains that bestexplains recent positive economic outcomes inthe U.S. economy. We need to watchout for each other in this hot weather. Our Philanthropy committee did a great jobcollecting school supplies and donations forCuidando Los Niños so the children can start theyear off with new school supplies. A huge thankyou to the committee, the volunteers, and thedonors, together we were able fill a van withsupplies and collect around $1,000.00 in monetarydonations to aid in the effort. Ourconcern was that the adoption of thetransportation utility fee in Wauwatosa mightlead to other cities considering similarunlawful measures for additional revenue.The transportation utility fee would apply toboth residential and commercial propertiesbased on the vehicle traffic generated by theproperty’s use, and not necessarily theirvaluations. The city would cap the annual feeat $51.00 for single-family properties with asliding scale for other properties based onnational engineering standards.
