While AGC commendsthe intent to increase apprenticeship opportunitieson public construction projects, we warn thatseveral aspects of the ordinance could haveunintended consequences, potentially disruptingthe construction sector's efficiency andaccessibility.Key Concerns Raised by AGC:Workforce Shortage: The ordinance couldexacerbate an already significant disparity inNew Mexico's construction workforce. Datafrom the Bureau of Labor Statistics (May 2022)and the NM Apprenticeship Assistance Actreveal that there are 42,098 constructionworkers in the state, but just over 2,500registered apprentices. The proposedordinance, which mandates that 15-25% oflabor hours on projects be performed byapprentices, would require roughly 10,524apprentices to meet industry demands...1.CONTINUE READING >Copyright: Canva proOCTOBER 2024OCTOBER 4TH 8:00 AM - 5:00 PMSTP Unit 1 - Leadership and Motivation - CLICK HERENOVEMBER 2024NOVEMBER 6TH 8:00 AM - 12:00 PMFall Protection - CLICK HEREDECEMBER 2024DECEMBER 12TH 8:00 AM - 12:00 PMCLC Trifecta - CLICK HERE

20BUILTENVIRONMENTWICNM NEWSLETTERAUGUST 2024 >2024 DATESHello Friends,Today is National Women’s Equality Day, this daymarks the adoption of the 19th Amendment in 1920,which granted women the right to vote. Wow, 104years! We are down to a short 70 days before ournext election and voting is one of the most powerfulways, we can express our values and have a directimpact on our community and our country.Every election is a chance for us to have a say in theissues that matter most to us—whether it’seducation, healthcare, the environment, oreconomic policies. I know that we all have our ownunique perspectives and concerns, and this is ouropportunity to make our voices heard. It’s easy to feel like our individual votes might notmake a difference, but history has shown us thatevery vote counts. Elections are often decided by aremarkably small number of votes, and ourcollective participation is what drives meaningfulchange. By voting, we not only influence thedirection of our nation but also stand up for ourcommunities and the issues we care about. Iencourage you to exercise your right to vote andencourage others around you as well. On another note, I want to thank the PlanningCommittee for all their hard work this year inplanning all our events. They are doing an amazingjob! We are down to the last two events of the year:the 3rd Annual Scholarship Bowling Event onSeptember 12th and the Women in Construction NMGala on November 9th. "Think of it thisway," says the study, "imagine going to astore and seeing a sale on your favoriteshoes. You might be more tempted to buywhen there are plenty of options, right?"Continues >

67BUILTENVIRONMENTFor all of that, it really is the anticipation oflower interest rates that appears to bedriving the market in the state right now, particularly in the Fort Collins and Boulderareas. This historic town of Telluride inwestern Colorado, meanwhile, is for now"experiencing record-breaking salesvolume."The study also notes that three smallerColorado cities with stepped-up populationincreases in the last few years - GrandJunction, Pueblo, and Steamboat Springs -are already seeing significant home priceincreases that are expected to continue into2025.Overall, while the current story of Coloradoreal estate represents a seller's market, saysthe Norado study, prices are "expected tocontinue appreciating, albeit at a slowerpace."PHOENIX - Sept. 25, 2024 - PRLog -- KPElite | Zaback Group (KPZ Group), Arizona'stop real estate team, has officiallyrebranded to SPACE. 68BUILTENVIRONMENTHailed for its "log cabin atmosphere andseven fireplaces," in the book Insiders'Guide to Denver, El Rancho went through aseries of management changes in the lastdecade, and was for some time closed during2022.Last month, the current joint owners of theproperty, Northstar Ventures and PiedraPeak Properties, filed papers with theJefferson County Planning and ZoningDepartment allowing the property tobecome a new location for a QuikTripconvenience store. The redevelopment, according to astatement issued by the engineeringcompany Kimley-Horn of Broomfield, willsee the emergence of a "Class A type facilitythat will feature state-of-the-art systemsand technologies, best-in-class designs, andconstruction standards."Plans for the site have sparked a vigorousopposition effort called "Save El Rancho,"which has announced that the El Ranchobuilding is a "historic structure, althoughwithout historic status."Nevertheless, the group on its websiteremarks that the structure "served as acommunity meeting place for decades whenHighway 40 was the main route west fromDenver to the mountains."The papers submitted to the JeffersonCounty are calling for either the demolitionof the building, or its relocation.Based in Tulsa, the QuikTrip Corporationcurrently has more than 1,000 locationsacross the country. The company recentlyannounced plans to expand its presence inColorado, opening eleven stores as of thisspring, with plans for more in 2025.A property six miles to the southwest ofSnowmass, Colorado and spanning some3,800 acres, is up for sale with anunprecedented asking price of $150 million. That figure is not high because of the landitself - although all property in this part ofColorado has significantly increased in valuethe last several years - but because of whatis on it: a series of intricately designed stoneand wood-framed buildings formerly makingup St. Benedict's Monastery. The monastery was founded in 1956 by theOrder of Cistercians of the StrictObservance, otherwise known as theTrappists, and includes residential cabins, aspiritual center, and a barn.Continues >BUCOLIC ANDPEACEFUL ONE-TIMECOLORADOMONASTERY PROPERTYIS ON THE MARKETWITH VERY HIGH PRICETAGBy Garry Boulard, Construction Reporter 09/23/2024

71BUILTENVIRONMENTNoting its long-standing goal of achieving asteady 2% inflation rate, the Fed said it isreducing rates during a time when"employment and inflation goals are roughlyin balance."In response to the Fed announcementPresident Biden declared in a statement:"Inflation and interest rates are falling whilethe economy remains strong. The critics saidit couldn't happen, but our policies arelowering costs and creating jobs."Republican presidential nominee DonaldTrump had a decidedly different take on theinterest rate cut: "To cut it by that much, assuming they're not playing politics, theeconomy would be very bad," he remarked. The lower rates, asserts the WashingtonPost, will almost certainly bring "some reliefto housing markets, which have undergone aperiod of price distortion that is pushingmore people toward renting."Mortgage rates are expected to decline, note some experts, not just because of theFed cut, but also due to the allure of furtherrate cuts just around the corner. In fact, according to the NationalAssociation of Realtors, mortgage rateshave been generally declining since lastOctober when they stood at 7.9%. That rateis now down to 6.2%.Those lower mortgage rates, inspired by theFed cut, "could also benefit buyers byfreeing up much needed inventory,"suggests the site Realtor.com."Homeowners who have been locked intolower rates from older mortgages, makingthem reluctant to sell, may begin to come offthe sidelines."RODANTHE, N.C. 93BUILTENVIRONMENTNATIONALLEGISLATIONWhat appears to be a popular idea proposedby both Democrat Kamala Harris andRepublican Donald Trump on taxing tips isnot finding favor among the nation'seconomists. In June, while speaking in Las Vegas, a citywith a significant number of service industryworkers, Trump said that if electedPresident, he would move to exempthospitality and service workers' tip incomefrom federal income taxes. "When I get intooffice, we are not going to charge taxes ontips," Trump vowed in a rally. In early August, Kamala Harris made asimilar proposal. In making thatannouncement, the Democrat nominee saidit was part of a piece to "continue our fightfor the working families of America."Continues> ECONOMISTS NOTCRAZY ABOUTDONALD TRUMPAND KAMALAHARRIS TIP TAXPROPOSALSBy Garry Boulard, Construction Reporter 09/24/2024Copyright: Canva pro

94The tip tax proposals of both candidates are designed to appeal to a specific segment of thecountry's population: the roughly four million workers across the country, according to anestimate by Yale University's Budget Lab, that regularly receives $30 or more a month in tipincome. This demographic comprises 2.5% of the U.S.'s total workforce, and is predominantly young, with a median age of 31, compared to 41 for the everyone else not working in tipped jobs. But while the Harris and Trump tax proposals may be going down well with this importantvoting group, a report by the Washington-based Tax Foundation contends that such changeswill end up leaving the "vast majority of low and middle-income earners out of the loop." Those earners, asserts the Tax Foundation report, may provide the fuel behind a push tomake "more employees and businesses interested in moving from full wages to a tip-basedpayment approach," with unforeseen consequences for the larger economy.Where could that lead? "I'm a pretty religious 20% tipper," remarked Ernie Tedeschi, theformer chief economist with the White House Council of Economic Advisers, in a piecepublished by the publication Axios."But, quite frankly, if my dentist started asking me for tips, I would be like, 'hell, no.'"Notes the site Nerdwallet: "A tax exemption on tips leaves open the possibility of exploitingthe system. Some in high-income positions like lawyers, for example, could restructure howtheir earnings are reported to avoid paying taxes on a portion of their income."A survey of some of the nation's top economists conducted by the Kent A. Clarke Center forGlobal Markets, which is a part of the University of Chicago, queried some 39 economists onthe tipping tax proposal and got the following response: a strong 62% said they opposed theidea, versus 26% who said they somewhat opposed the idea.Only 10% of the respondents fell into the category of "somewhat" favoring the idea.Despite the economists' negative reactions to the candidates' tax tipping proposals, the ideaappears to be gaining steam: Texas Republican Senator Ted Cruz has introduced a bill calledthe "No Tax on Tips Act," which would create a 100% deduction on all tipped income. In the House, Nevada Democrat Representative Steve Horsford has similarly introduced theTipped Income and Support Act which seeks to do the same thing.BUILTENVIRONMENT

95Declaring that too many presidents havebeen reckless in implementing tariff policies,Republican Kentucky Senator Rand Paul hasannounced his intention to push forlegislation designed to curb such powers.“We must confront the reality that thebalance of power is under threat,” Paul saidof executive branch tariff actions that canbe implanted without Congressionalapproval.Paul’s legislation is officially called the NoTaxation Without Representation Act andwould require Congressional approval ofany executive branch tariff move that wouldadd taxes to imports.Once a President, through a formal proposalto Congress, explains why such a tax isneeded, it could only become law if passedby the legislative branch, the KentuckySenator continued. The bill, said Paul, “strengthens our systemof checks and balances by requiringCongressional consent for any tariffs thatsignificantly impact American businessesand consumers.”By “restoring the role of Congress in thetaxation process,” Paul continued, his billwould ultimately ensure “greateraccountability, transparency, and longtermeconomic stability.”RAND PAULINTRODUCES BILL TOCURB PRESIDENT'STARIFF POLICYPOWERSBy Garry Boulard, Construction Reporter 09/20/2024Copyright: Canva proAccording to the Congressional ResearchService, the Congress has “periodicallyauthorized the President to negotiate tradeagreements and, among other actions, proclaim changes to U.S. tariff rates.”One of the most recent examples of suchpower was seen in the passage of theBipartisan Congressional Trade Prioritiesand Accountability Act of 2015 which gavethe President the right to impose reductionsin U.S. tariff rates of up to 50% of existingrates. In a study issued in 2019 by the Universityof Nebraska’s Yeutter Institute it was notedthat if Congress moved to curb executivebranch tariff policies, there would likely be a“lower threat of trade wars in the nearfuture."That study also acknowledged that keepingtariff powers in the hands of Congresswould inevitably slow “the process of bothreducing existing tariffs and imposing newtariffs.”Paul’s legislation is currently under reviewin the Senate Finance Committee.BUILTENVIRONMENT
