Wow, 104years! We are down to a short 70 days before ournext election and voting is one of the most powerfulways, we can express our values and have a directimpact on our community and our country.Every election is a chance for us to have a say in theissues that matter most to us—whether it’seducation, healthcare, the environment, oreconomic policies. I know that we all have our ownunique perspectives and concerns, and this is ouropportunity to make our voices heard. It’s easy to feel like our individual votes might notmake a difference, but history has shown us thatevery vote counts. Elections are often decided by aremarkably small number of votes, and ourcollective participation is what drives meaningfulchange. By voting, we not only influence thedirection of our nation but also stand up for ourcommunities and the issues we care about. Iencourage you to exercise your right to vote andencourage others around you as well. BUILTENVIRONMENTCONSTRUCTION NEWSNATIONALAlthough Jimmy Carter began his politicalcareer in 1962 with a run for the GeorgiaState Senate and ended it 18 years laterwith his defeat for re-election asPresident of the United States, he spentfar more time as a builder.STATE LEGISLATOR,GOVERNOR, AND U.S.PRESIDENT JIMMYCARTER IS ALSOREMEMBERED AS AHOME BUILDERBy Garry Boulard, The Built Environment01/02/2025Copyright: Canva proThe former president, who passed away onDecember 29 at the age of 100, was involvedfor well over three decades with the nonprofitgroup Habitat for Humanity, which wasfounded in Americus, Georgia in 1976 and isdedicated to building and improving homesfor low-income families. And unlike various presidential candidatesand celebrities who have dropped in for a fewhours to do well-publicized work for thegroup, Carter and his wife Rosalyn devoteddays on end to the effort. In a statement released by Habitat, it wasnoted that the Carters contributed to thebuilding or upgrading of nearly 4,500 homes. The Carters said the statement, understoodthat "to ensure the greatest success, familiesneed a stable, affordable foundation to grow."At whatever site the Carters foundthemselves working, notes USA Today, well-known political figures and entertainerswould suddenly appear. "But Carter wouldpolitely brush them off and pick up hishammer, citing a tight work deadline," said thepublication. The home building was rooted in Carter'sdesire to volunteer for worthy causes, as wellas his love of woodworking. Carter himselfsaid the work was also an "opportunity tofollow Jesus Christ's example of reaching outto those who are poor and in need andtreating them like equals."Continues >27

Whenever Carter was on a project, heprohibited breaks for chit-chat,autographs, or picture-taking until theday's work was done. Carter's first work with Habitat occurredin the fall of 1984 after a more than day-long bus ride from Georgia with fellowvolunteers. The project was therehabilitation of a more than 80-year-old,six-story tenement building in a decliningpart of New York City's East Village. Carter later told the New York Times thatwhen he first surveyed the project, heencountered a woman at the next-doorsite who was "cooking her meal on a trashfire that she built between two bricks. BUILTENVIRONMENTCONSTRUCTION NEWSTRENDSMore than $100 million in recent years hasbeen spent on the installation of windowfilm designed to enhance security in thenation's schools. The only problem, says the Wall StreetJournal, in a just-released investigatorypiece, is that window film, which costssignificantly less than traditional bulletproofglass, doesn't really deliver.USE OF WINDOW FILMAS A BULLET BLOCKERIN SCHOOLS CALLEDINTO QUESTIONBy Garry Boulard, The Built Environment01/02/2025Copyright: Canva proSchool districts have been vulnerable toarguments in favor of window film becauseof growing concerns about the safety ofstudents. In sales pitches, some window filmdealers "cite the 2012 killing of 20 childrenand six adults at Sandy Hook ElementarySchool in Connecticut and last year's attackat The Covenant School in Tennessee,"notes the paper. Both of those tragedies were made possibleby assailants shooting out glass doors togain entry to the schools.According to sources, the DallasIndependent School District has committeditself to spending upwards of $12 million forthe installation of window film in its schools. At the same time, the public school systemof Nashville has budgeted $3.5 million forthe product. Even though window film was firstintroduced in the nation's schools in the1970s primarily as an energy-saving device,it became an in-demand product with theadvent of mass school shooting events, starting for the most part in the 1990s. School districts have been particularlyvulnerable to pitches made by window filmdealers, believing the product can serve as avirtual shield. But, says the Journal, scoresof tests have shown that bullets can actuallypenetrate window film. Continues >30

Page 31

In a statement, the International Window Film Association has said that any claim by anycompany that window film itself can block a bullet should be weighed cautiously. Windowfilm is most effective when used in "conjunction with various designed and tested bullet-resistant glazings." The product's most important use continues the statement, which reduces the splattering ofsmall fragments of glazing "on the interior side in the event of being penetrated by ballistics."Any attempt to claim that window film can do more than that adds the statement that it hasto be regarded as irresponsible for the simple reason that the "margin for error could be oneof life safety." Ultimately, the value of the product, contends the Journal, is one of the degrees: industryofficials have said that there is still "plenty of money to be made by dropping bulletproofclaims and sticking to the broadly accepted idea that window film can slow attackers tryingto shoot their way in, buying precious minutes for help to arrive."BUILTENVIRONMENT31In November, Athens, Ohio, officials sentnearly $722,000 to a bank account theybelieved was set up by its contractor,Pepper Construction, to receive paymentfor its work on a fire station headquarters...Continue reading >ATHENS, OHIO, SUES TORECOVER NEARLY$722,000 AFTER CYBERATTACKBy Jeff Yoders, ENRCopyright: Canva proDespite media stories suggesting thatincreasing numbers of Americans feelnegative on any subject related toimmigration, a new survey suggests thatnearly half of respondents don’t mind largenumbers of people from other countriescoming to the U.S.The key component, according to the PewResearch Center, is if the immigration isdone in an orderly legal manner. “Nearly half of U.S. adults say legal immigration into the United States should be kept atpresent levels,” notes an analysis of the Pew results, while “fewer say it should be increasedor decreased.”Responses to the survey showed surprisingly little variation by demographic group, with47% of both white and blacks in favor of keeping immigration at current level, and 42% ofHispanics saying the same thing. The survey also indicated that 42% thought immigrants who are defined as “highly skilled,”such as computer programmers, doctors, nurses, and scientists, should be given top priorityto legally immigrate to the U.S.By the same token only 25% said the same about those lacking such skills, with an evensmaller 19% agreeing with the premise that “people who have close family members alreadyliving in the U.S. should be given top priority.”The age of the respondent also came into play with 50% of those in the 18 to 29 years of agecategory wanting to see an increase in legal immigration, compared with 19% of those 65years of age or above.Earlier this year the Pew research team reported that nearly 48 million immigrants wereliving in the U.S. as of the end of last year.Roughly 1.2 million immigrants received a green card last year, a level that has held steadyfor most of the last decade, except for the Covid 19 years of 2020 and 2021, when thatnumber fell to some 700,000.The largest group of immigrants has received a green card through a family sponsorship, withthe second largest group, according to the Pew analysis, receiving employment-based greencards that “generally go to foreign workers who are highly skilled or fill labor shortages.”The survey comes as the President-elect Trump has yet to reveal his legal immigrationpolicies, while high tech companies, according to the publication Politico, are pushing to let“more high-skilled immigrants into the U.S.BUILTENVIRONMENT32Copyright: Canva pro

The booming Phoenix metro area, whichincludes the cities of Mesa and Chandler, isbeing looked at as one of the nation’s top 10housing markets for 2025.In a new study published by the NationalAssociation of Realtors, the Phoenix area ishighlighted for becoming a “key destinationfor residents migrating from California, driven by its comparatively lower cost ofliving and housing affordability.”The report, Housing Hot Spots for 2025,adds that the migration to metro Phoenix isadditionally enhanced by the area’s “strongjob growth, which has expanded by 12% inthe last five years.”This combination of lower housing costs anda robust job market, continues the report,“has established Phoenix as a prosperousand dynamic market.”SPRAWLING METROPHOENIX SEEN AS ONEOF THE TOP HOUSINGMARKETS IN THECOMING YEAR, SAYSREPORTBy Garry Boulard, Construction Reporter 12/30/2024Copyright: Canva proMetro Phoenix is the only western realestate market to make the national top 10,with most of the other markets based ineither the midwest or southern borderstates. In an overview of where things standnationally, the report notes: “The yearahead is poised to bring more opportunitiesfor homebuyers as the housing marketcontinues to stabilize.”Calibrating the impact of the FederalReserve continuing to ease up on interestrates, the report forecasts a 6% mortgagerate in 2025 as the “new normal.” And in sodoing, says that that 6% rate will mean that“about 6.2 million households can onceagain be able to afford median-pricedhomes, compared to the current constraintswith rates near 7%.”Despite such positive trends, the report iscareful to observe that “inventory levels arestill expected to fall short of pre-pandemicnorms, continuing to present challenges forbuyers.”According to a separate report just releasedby the Arizona Republic, metro Phoenixcurrently ranks as number three nationallyin terms of population growth, adding morethan 92,000 people last year. The NAR report’s mention of Californiamigration to Phoenix underlines thepopulation dynamics of what are now thetwo largest metro areas in the West. In the1950s, Los Angeles was already up to 2million people, while Phoenix was at justunder 100,000.According to the latest Census figures, thepopulation of Los Angeles in the last decadehas remained static at around 3.8 million, while Phoenix is now just under 1.7 million.December 30, 2024BUILTENVIRONMENT64

The building sits across the street from the equally iconic El Camino Dining Room, which wasbuilt in 1950.Built in the Pueblo Revival architectural style, the motor hotel has long been regarded as ahistoric treasure on a street populated with mostly one-story story retail structures from the1970s and 80s.Besides its distinctive architecture, which is not at all typical of most late 1940s motels, ElCamino Motor Hotel is most known for the large neon sign to the front of the property, quaintly advertising the availability of “color TV.”Sitting on a just over 1.2-acre site, the motor hotel also includes a manager’s office, with allthe rooms serviced by individual swamp coolers. The property is being listed by the Albuquerque offices of eXp Realty. There were once nearly two dozen motor hotels originally built on the Fourth Streetbetween Albuquerque and Los Ranchos with El Camino being the only survivor of that era. Most such establishments were individually owned. The Milestone Mo-Tel of San Luis Obispo, California was built in 1925 and is regarded as thefirst such motor hotel in the U.S.BUILTENVIRONMENT68Copyright: Google maps Copyright: Google maps
