According toreports, that number is expected to increaseto 24,000 this year.The new shelter, which will have up to 400kennels, will be built near the El PasoCounty Jail Annex on Montana Avenue onthe eastern side of the county. The facilitywill be the first such shelter El Paso Countyhas operated. Besides providing shelter, thefacility is expected to offer neuter and spayservices.Uniquely, the shelter may have in place aprogram offering animal training for some ofthe jail annex inmates.Although an exact construction schedulehas not yet been announced, it was earlierthought that the county would like to seethe new shelter operational by 2030.31
A new life may be in the works for one of themost famous buildings in Phoenix.Published reports are indicating that whathas been popularly known as the PunchCard Building at 3443 North CentralAvenue may be transformed into a boutiquebuilding with both retail and residentialspace.Completed in 1964 and designed by famedmodernist architect Wenceslao Sarmiento,the structure got its name due to a part of itsfaçade looking like a 1960s-era verticalcomputer punch card.The building started out with 11 stories,with another seven added during thefollowing decade. In 2008, the ArizonaRepublic said the structure had “morepersonality and style than almost anythingelse” in the Phoenix skyline.Officially named the Phoenix FinancialCenter, the building measures around285,000 square feet and includes twoadjacent 9,000-square-foot rotundas. It hasfor decades served as office space for avariety of private companies andgovernment agencies.In recent years, much of the structure hasbeen vacant. The largest such bond ever approved in El PasoCounty, the proposal called for funding theinstallation of new heating and cooling systemsand roof replacements in all the district’sfacilities, as well as new districtwide safety andsecurity systems.But the most talked-about aspect of the bondproposal centered on new school constructionat various locations within the district.The largest project, at $106.8 million, will seethe building of the Jose J. Alderete MiddleSchool at a 20-acre site at the intersection ofResler Drive and Cimarron Canyon Drive.Design work for the building, which is expectedto house 1,000 students, is currently underway,with construction expected to launch later thisspring.Also funded at $106.8 million is theconstruction of the new Canutillo Middle Schoolat 6201 Strahan Drive. That facility, too, willhave a 1,000-student capacity, and is currentlyin the design process. The project is being builtat the site of a former horse farm.Next up, at $74 million, is the construction ofthe Deanna Davenport Elementary School, nearthe intersection of Northwestern Drive andHunter Foster Drive. Design work on the school,slated to serve 800 students, is alreadyunderway, with plans for actual work to beginthis coming October.Design work is also underway for theconstruction of the Northwest Early CollegeHigh School at 6701 S. Desert Boulevard. That$40.5 million project will replace an existingportable village. To increase housing options in one of thefastest-growing states in the country,Arizona Democrat Governor Katie Hobbs iscalling for the extension of what is known asthe State Low-Income Housing Tax Credit.That initiative, said the Governor this weekin her annual State of the State address, has“enabled the development of affordablehomes across Arizona, from Prescott Valleyto Tucson.”Launched in 2021, the tax credit programwas designed to promote the developmentof affordable rental housing for low-incomeindividuals and families. She notedthat in recent months, Arizona hasexpanded “access to casitas,” while alsospurring the development of new “duplexesand triplexes in our downtowns.”Hobbs additionally called on members of theArizona State Legislature to expand what iscalled the Homes for Heroes Fund. “It willtake all of us – state and local governments,non-profits, veterans’ organizations, andothers – to see this commitment through.”The program has provided assistance forveterans, as well as firefighters and lawenforcement officers, among others, inpurchasing a home.
