A “major” gas leak was detected Monday ata low-income senior housing complex lessthan a year after federal, state, and countyfunded renovations.112 low-income and elderly or disabledresidents of 54 units at El Centro FamiliarHousing Complex had to be evacuated and relocated Monday evening after leaks wereidentified by the New Mexico Gas Company,according to a Bernalillo County pressrelease. The timing of the gas leak coincides with acapital outlay request from the county toinclude HVAC improvements in all the unitsat El Centro and a proposed state ofemergency by legislators regarding housingat large. totaling six or seven units each,” accordingto the release.“They have pulled and red-tagged the meteruntil the leak can be located and fixed,” saidBernalillo County Housing Director,Amanda Colburn, in a statement.Thus far, states the release, residentshaven’t reported any illness or injury fromthe leaks. On March 4, 2024, the ribbon was cut on a$939,638 renovation at the complex whichwas said to be a part of the first million-dollar Community Development Block grantproject in 40 years. On top of what’s been estimated to cost$5.3 million to further renovate both ElCentro and Seybold Village; the county isalso requesting $10 million to design andconstruct a 60-unit affordable housingcomplex for low to moderate-income seniorcitizens in the county. Bernalillo uses data predictions from theMid Region Council of Government, anassociation of local governments, thatforesee a total increase of 30,000 seniorcitizens from 2020 to 2030 as justificationfor funding. Five Democrat legislators are going so far asto declare a housing emergency in a bill,SB0205, now under review by the NewMexico Senate Health and Public AffairsCommittee.BUILTENVIRONMENT05Pluma Construction was awarded $883,846for the project which was scoped forbathtub and walk in shower replacements,new sliding doors, roofing upgrades, hard-wired thermostats, and American DisabilityAct compliant ramps and sidewalks. Listings are on the uptick despite this call formore housing agencies. Data from Federal Reserve Bank of St. Louisshow that in February of 2022 the listedhousing inventory in New Mexico hit a six-year low. Since then there has been a 44% increase inlistings in New Mexico as of January 2025,according to the same data. In 2023, according to the U.S. CensusBureau; $1,084 was the median gross rent,$62,268 was the median household incomeand $42,058 was the nonfamily householdincome in New Mexico.Boomers have long made up a powerfulsegment of the country's housing market,representing as recently as last year 31% ofall buyers, according to a NationalAssociation of Realtors study. Noting that those who are 80 years of agewill increase by some 4 million people as of2030, the Wall Street Journal observes that"History suggests that a growing number ofpeople conclude at that milestone age thatthey can no longer live comfortably or safelyat home and seek a senior facility."The only problem is that "many will findthemselves on a waiting list" due to the factthat in recent years the development ofsenior housing has gone flat. It is thought that upwards of 560,000 newunits will be needed to meet the comingdemand. But looking at numbers crunchedby the data analytics service NIC MAP, only191,000 units are likely to be completed, ifcurrent development trends continue.The NIC MAP figures show a more equalrelationship between demand and supply
for this year, with 50,682 units needed and 52,865 currently in development. What's neededin 2028 will balloon to 375,980, with only 134,715 in development. The year 2030 offers the most glaring gap between demand and supply, with 654,220 unitsneeded, and just over 191,000 units in development.The good news is that after enduring a slump that was first recorded during the pandemic,senior housing development and construction has been on the upside, although it is expectedthat the market in the immediate years to come will be particularly responding to wealthierBoomers. For all of that, notes the publication Senior Housing News, the combination of "historic highdemand growth, historically low supply growth, and rent growth outpacing inflation,positions senior housing to be one of the most profitable real estate asset classes in thefuture." A report by the City of Tucson in 2022 forecast that “within a few years, this critical piece ofinfrastructure will be at risk for failure and disruption of freight transport by rail androadway and must be decommissioned and replaced.”A survey conducted by the Arizona Department of Transportation earlier categorized thestructure as one a small group of bridges in the state that are structurally deficient and inimmediate need of being replaced.Plans call for demolishing the current structure and then building a new bridge with threelanes going in both directions.
