A grassroots organization is petitioning tooverturn a city council decision to widelyrezone Las Cruces, New Mexico.One multifamily developer said they’ll sign itand that ultimately it could drive up the costof housing.

BUILTENVIRONMENT06“Single family neighborhoods are expensive,increasingly unattainable, impractical anddifficult to navigate,” said Jorge Aguirre,during a public comment session.Aguirre is the husband of Cassie McClure, acity councilor for Las Cruces in district one,who voted in favor of the ordinance.Smith described single family homes as,“what most people are aspiring to here inLas Cruces.”Doña Ana County had ran the numbers onhousing affordability in Las Cruces in itsregional plan, One Valley One Vision 2040,which was co-chaired by the only councilorto vote “no” to the new ordinance, BillMattiace.It concluded that there was limitedaffordable housing supply to meet futuredemand and found that renters had higherhousing expenses than homeowners from2005 to 2009.According to a local developer, Realize LasCruces is said to increase the costsassociated with housing development.Organ Mountains Las Cruces NM, September 16,2013.Copyright: Steve Strummer, Wikimedia CommonsFROM A MULTIFAMILYDEVELOPER’S PERSPECTIVEAlthough the increased housing density issomething developers look for whenselecting sites, one local multifamilydeveloper said he’s thinking of signing thepetition to stop the ordinance.“I think in large, we need a zoning codeupdate,” said Troy Mitchell, partner andconstruction manager for EnvisionDevelopment and Construction LLC, in aninterview with The Built Environment.When asked if Mitchell would sign thepetition, Mitchell said, “yes, I think I will. Ipresented it to the board, and we don’t wantto implicate our businesses-so the board ofdirectors for New Mexico ConstructionAlliance (NMCA) elected to kind of stayseparate from that - but personally I thinkthere’s quite a few people that are going tosign it that are builders and developers.”If enacted, according to Mitchell, theordinance would require developers to payhigher impact fees on parcels that aren’tsubdivided with neighborhood parks in thefirst place.According to the most recent version of theordinance, “Park Impact Fees will beassessed at the time of building permit forother park facilities.”This is the only instance in which the term“Park Impact Fee” is used in the 448 pageordinance.The problem is that those costs then trickledown to home prices, said Mitchell.Mitchell: “But we’ve had multiple meetingsand tried to stress the importance of ‘hey,now you’re going to be charging thehomebuyer, essentially double the park
BUILTENVIRONMENT07impact fee and it’s going to be marked up,right?’”Similarly with Smith who is leading theeffort to petition the ordinance, Mitchellsaid it didn’t get through to city council.“It just falls on def ears which isunfortunate,” said Mitchell.In a related article from Building Design +Construction it was reported that pro-housing laws, including rezoning single-family residences, in California “failed tohave much of an impact.”Envision Construction and DevelopmentLLC is currently building a 96-unitapartment complex and have previouslybuilt a 24-unit and a 10-unit apartmentcomplex in Las Cruces.“Hopefully we’re going to be finished upwith in the next couple of months and wepaid about $280,000 in park impact fees forour multifamily development,” said Mitchell.Data suggests that the population of LasCruces is not suffering from a digital divide;yet CCIA is being required to hand deliverthe ordinance and receive physicalsignatures from signees by the city council.“They’re not letting us do any electronicsignatures. A bill just approved on an 11 to 5 vote in theArizona House’s Appropriations Committeewould give churches, synagogues, andmosques – among other religious non-profits – the ability to build multi-familystructures on their property.As proposed, HB 2191 would also allow forsuch projects to move forward whether theyare in conflict with local zoning laws. It alsomandates that no project can be undertakenif it is within 75 feet of a neighboringstructure.In trying to address the specific need forincreased affordable housing, the bill,sponsored by Republican Davis Livingstonand Democrat Sarah Ligouri, additionallystates that any new residential project musthave at least 45% of its units designated forlow-income residents. The measure is seen as just one more moveby Arizona lawmakers to address a growingneed for more housing in one of the fastest-growing states in the country. The Wall Street Journal has put the figure even higher, saying that it now costsjust under 4 cents to make a penny.The U.S. Mint, meanwhile, has recently said that $85.3 million was lost last yearin producing nearly 3.2 billion pennies. Conversely, the production of dimeslast year produced a $36 million profit for the government last year, withquarters showing a $166 million profit, according to the New York Times.The Trump move has won the support of Colorado Democrat Governor JaredPolis, who remarked in a statement that "There are major environmentalbenefits to eliminating the penny." The Governor has said that producingcopper-plated zinc pennies "leads to poorer air quality and large extractions ofkey minerals."Various reports have estimated that there are around a quarter trillion penniesin circulation, which works out to 700 pennies for each person in the country.The move to do away with the penny has been met with disfavor by someeconomists who say lower-income consumers would be adversely impactedfor the simple reason that prices for items in the store would be roundedupwards in the absence of the penny.A group called Americans for Common Cents earlier produced a poll showingthat some 68% of those surveyed were in favor of keeping the penny incirculation. The penny became the smallest unit of currency after the federal governmentdid away with a half-cent coin several years before the Civil War. The currentform of the penny was set in copper in 1909, with the appearance of AbrahamLincoln on the front of the coin. The reverse side of the coin formerly showed two wheat stalks before, in 1959,depicting the Lincoln Memorial. That imagery was changed in 2010 with theappearance of what is called the Union Shield, a design containing 13 verticalstripes and a horizontal bar depicting the country's original 13 states.In an interview with the publication Northeastern Global News, Robert Triest,chairman of the Department of Economics at Northeastern University,remarked that the process for getting rid of the penny is not entirely clear.
