BUILTENVIRONMENT19WICNM NEWSLETTERAUGUST 2024 >Hello Friends,Today is National Women’s Equality Day, this daymarks the adoption of the 19th Amendment in 1920,which granted women the right to vote. Wow, 104years! We are down to a short 70 days before ournext election and voting is one of the most powerfulways, we can express our values and have a directimpact on our community and our country.Every election is a chance for us to have a say in theissues that matter most to us—whether it’seducation, healthcare, the environment, oreconomic policies. I know that we all have our ownunique perspectives and concerns, and this is ouropportunity to make our voices heard. It’s easy to feel like our individual votes might notmake a difference, but history has shown us thatevery vote counts. Elections are often decided by aremarkably small number of votes, and ourcollective participation is what drives meaningfulchange. By voting, we not only influence thedirection of our nation but also stand up for ourcommunities and the issues we care about. Iencourage you to exercise your right to vote andencourage others around you as well. On another note, I want to thank the PlanningCommittee for all their hard work this year inplanning all our events. They are doing an amazingjob! BUILTENVIRONMENT60THE RTO EFFECT: ISTHE OFFICE MARKETREVIVAL UPON US?As companies adapt to the complexities ofreturn-to-office (RTO) mandates across bothpublic and private sectors, the office market isundergoing significant shifts. President DonaldTrump’s recent executive order requiringfederal employees to return to in-person workhas only added further momentum to thistrend, reinforcing the push for physical officespaces. While some areas have seen an uptickin leasing activity, the question remains: Is thisa true recovery or just a temporaryadjustment? For deeper insights, we turn to two industryexperts—Justin Cazana, SIOR, of Avison Youngin Knoxville, Tenn., and William O’Brien, SIOR,of M.C. O’Brien Inc. in New York City. These twocities occupy different ends of the RTOspectrum.Knoxville, a fast-growing city in a traditionallyconservative state, saw an early return to in-person work, influenced by cultural andpolitical factors. Meanwhile, New York City—adense, blue-state metropolis—hasexperienced a slower rebound, shaped byprolonged restrictions and a strong presenceof industries like finance, law, and tech, wherehybrid work remains prevalent.CONTINUE READING >Copyright: Canva Pro

While many companies continue toembrace and evolve a hybrid work model, inSeptember 2023, a trio of the old guard –Goldman Sachs, Blackstone, and JP Morgan –abolished hybrid in favor of an all-inapproach. Their reasoning centered onmentorship, cultural cohesion and theirreplaceable value of in-person deal-making.Throughout 2024, announcements of U.S.corporate giants mandating a return to office(RTO) came in waves. The General Services Administration has now announced that the White building is slated tobe sold in response a move on the part of the advisory Department of GovernmentEfficiency, otherwise known as DOGE.The action on the White Building comes as the GSA has announced that just under 450federal buildings nationally are set to go to market in the efficiency move.In a statement, the GSA said that it is currently engaged in a process of “identifying buildingsand facilities that are not core to government operations,” with non-core properties set fordisposal.Selling the various properties, continues the GSA statement, “ensures that taxpayer dollarsare no longer spent on vacant or underutilized federal space.” The action also means, saysthe GSA, doing away with “costly maintenance.”Three other federal buildings in El Paso are slated to be sold: the R. Thomason FederalBuilding and Courthouse at 511 E. San Antonio Avenue, which was built in 1938 and featuresArt Deco design elements; and the US Business Service’s Good Neighbor Buildings A and Bon N. BUILTENVIRONMENTREAL ESTATE NEWSNATIONAL72Nearly 800 stores that were a part of the popular Jo-Ann Fabric and Craft specialty retailchain are scheduled to soon go to auction in the wake of the company's bankruptcy filing.Based in Hudson, Ohio, the company was launched as the Cleveland Fabric Shop in 1943,becoming the national Fabri-Centers in 1963. In the 1990s, the company, with nearly 700stores across the country, purchased the Cloth World chain of fabric stores, giving it another655 locations. The stores remained popular for several decades largely due to the company's large varietyof affordable fabrics, craft materials, and sewing supplies. Declining sales around 2022 and 2023, among other factors, led the Jo-Ann company tooriginally seek Chapter 11 bankruptcy protection early last year. Although the company wassubstantially reorganized as a result, its problems remained, leading to a second filing forbankruptcy protection two months ago.In the immediate wake of that second filing, the company announced that it was closing all ofit's locations nationally. In a statement, the company said it was dedicated to ensuring an"orderly wind-down of operations that minimizes the impact on all our stakeholders."With its stores ranging in size from 7,500 to nearly 52,000 square feet, Jo-Ann's has been avisible retail presence everywhere from the East Coast to the Midwest to California. The move formalizes federalBitcoin holdings but stops short ofgovernment purchases, marking a majorshift in U.S. digital asset policy.TRUMP ORDERSCREATION OFU.S. STRATEGICBITCOINRESERVEBy Josh Cutler, The Built Environment 03/12/2025Image generated using AI. "The U.S. will not sell any Bitcoin depositedinto the Reserve. It will be kept as a store ofvalue," Sacks said. "The Reserve is like adigital Fort Knox for the cryptocurrencyoften called 'digital gold.'"Beyond Bitcoin: Altcoins Go to theStockpileIn addition to the Strategic Bitcoin Reserve, the executive order also establishes a U.S.Digital Asset Stockpile, consisting ofEthereum (ETH), XRP, Solana (SOL), andCardano (ADA)—four altcoins Trump haspublicly supported."IN ADDITION, the Executive Orderestablishes a U.S. Digital Asset Stockpile, consisting of digital assets other thanBitcoin forfeited in criminal or civilproceedings," Sacks wrote on X.Unlike the Bitcoin Reserve, which explicitlyprohibits sales, the Digital Asset Stockpileallows for more flexible management, including potential liquidations orreallocations by the Treasury Department. Around 1%of respondents said they would like to seethat agency eliminated, while 46%expressed support for expanding it.Conversely, and perhaps not surprisingly, only 16% said they were in favor ofexpanding the Internal Revenue Service, while a combined 35% were for eitherreducing it or getting rid of it altogether.Attitudes on DOGE itself revealed adramatic split, with 48% in favor of keepingor expanding it, and 37% wanting to reduceor do away with it.In the category of “keeping things the same,”the U.S. Postal Service, despite decades-oldservice complaints, had the highestresponse at 48%, followed closely by theNational Park Service with a 47% response.Among the lowest support for keepingthings the same was the Department ofEducation, with only 27%; and Immigrationsand Customs Enforcement at 30%.Although the Environmental ProtectionAgency has been much in the news in recentweeks with complaints aired about itslengthy permitting process for constructionand development projects, a strong 61%said they were for either expanding orkeeping the agency at its current size, compared with only 25% who would like toreduce or get rid of it.Continues >
That the move toward reducing governmentagencies has real life consequences is seenin an additional YouGov survey showingthat some 27% of respondents said theythemselves or a family member, “has beenpersonally affected by recent cuts ingovernment agencies and programs.”Added a narrative accompanying thesurvey: respondents who said they wereaffected by the recent government cutsmentioned that they felt the impact in termsof “job loss and insecurity, financialhardship, education cuts, and problemsaccessing health care.”BUILTENVIRONMENT96In a move addressing water usage, a bill ismaking its way through the Colorado StateLegislature that would greatly eliminate thepresence of non-functional turf orornamental grass in new apartmentcomplexes.NON-FUNCTIONINGTURF REQUIRING LOTSOF WATER IS TARGET OFCOLORADOLEGISLATIONBy Garry Boulard, Construction Reporter03/06/2025The legislation, HB 1113, has been proposedby Democrat Representative Leslie Smith, and would also apply to such turf incondominium complexes.Copyright: Canva proThe bill, if passed, would additionally requirelocal governments to come up with theirown policies and regulations governing theuse of non-functional turf in all newresidential developments beginning in 2028.According to the Summit Daily newspaper,Smith said there is a need to “rethink howwe build our communities.” The lawmakeradded: “Drought-proofing our landscapesacross the state will help us accomplishthis.”Other localities across the country haveadopted similar measures. In California suchturf will be banned on properties owned bylocal governments as of 2027, and oncommercial and industrial properties thefollowing year. The bill follows earlier legislation thatprohibits the planting or existence of suchturf on any new or redeveloped governmentproperty, in particular medians and rights-of-way.The measure has made it out of the HouseAgriculture, Water & Natural ResourcesCommittee on a 9 to 3 vote, and is nowunder consideration in the full House.
