$24 million will be pulled from NewMexico’s general fund in the coming years toaddress one key incentive to techcompanies seeking to develop: sitereadiness. One such tech company, NVIDIA,announced the construction of two newsemiconductor plants in Texas while theweek prior, Governor Michelle LujanGrisham signed a bill strategically written toattract development to New Mexico.Senate Bill 169, or so titled “The StrategicEconomic Development Site Readiness Act”,was signed by Grisham on April 7 andmoved through both the house and thesenate with little opposition. thThe bill calls for an annually recurring $24million to be used for financing site pre-development projects, studying proposedsites, and administrative costs associatedwith a new economic developmentdepartment committee created by the act. According to the act, that committee is to bechaired by both public officials in relateddepartments, as well as five public membersappointed by the legislative council whohave backgrounds in architecture, planning,utilities, transportation or economicdevelopment. selecting a site; whether it be city to city orstate to state. Site studies in the act are to assess publicinfrastructure availability, utility andbroadband connectivity, environmentallimitations and land use restrictions, and anyother characteristic affecting potentialdevelopment. The New Mexico Department of Financeand Administration (NMDFA)recommended the $24 million allotted tothis initiative in the Fiscal Year 2026Executive Budget Recommendations priorto the legislative session. The New Mexico Economic DevelopmentDepartment (EDD) also listed site readinessas a key initiative in the 2025 State PlanUpdate published in March, and published arequest for proposals regarding sitereadiness analytics in August of 2024.EDD’s proposed plan involves facilitatingtalks between the public and private sector,“identifying inefficiencies and outdatedregulations”, and modernizing their websiteto act as an information hub for futureinvestors. In 2024, a nonprofit directed by theAlbuquerque business community inpartnership with local governments, theAlbuquerque Regional Economic Alliance(AREA) identified site readiness as “a topeconomic development priorityrecommendation.”AREA’s website already contains a searchtool similar to what EDD is outlining: a siteselection search engine containing listingsfrom REsimplifi and the CommercialAssociation of Realtors – New Mexico.How corporations are taxed once they moveto New Mexico is substantial compared toTexas, even with lower property taxes oncethe site selection is final. 2024 data from the Site Selection Groupsuggest that New Mexico gets the bestproperty tax rating of ‘one’, one being thebest and 50 being the worst. Texas on thesame scale received a 39.Texas, according to the same data, overallbeats out New Mexico in a business taxclimate index; likely because the marginalcorporate income tax in Texas is zeropercent. Movers in the tech industry have been selecting sites in Texas, despite New Mexico beatingout Texas in property tax metrics.In December of 2024, it was reported that Sharon AI and New Era Helium had at first chosena data center site in New Mexico’s Pecos Slope Field. A month later the project site wasrelocated to the Permian basin of West Texas. Tuesday the AI-centric tech giant, NVIDIA, announced that it was building supercomputermanufacturing plants in Houston and Dallas, Texas. According to the release, “tens of “gigawatt AI factories” are expected to be built in thecoming years.”NVIDIA also produces supercomputer chips at TSMC plants located in Arizona. It remains unspoken by these tech innovators whether it is site selection data, business taxenvironments or bureaucratic blockages as the decisive factor in evading New Mexico.According to Albuquerque Business First, Oppidan Investments is now constructing a 90,000-square-foot data center on Albuquerque’s Westside.EDD was positioned to receive proposals for site readiness analytics by November of 2024.The Built Environment made a public records request regarding the awarded contractor forthe request for proposals.The senate bill signed by Grisham, which will both finance pre-development projects and addanother bureaucratic layer in the name of site readiness, will go into effect in July. While crude petroleum prices fellconsiderably in March, that decline was morethan offset by rapidly rising natural gas, steel,copper and lumber prices.“Construction input prices increased at a rapidpace for the third consecutive month in Marchand have now risen at a 9.7% annualized ratethrough the first quarter of 2025,” said ABCChief Economist Anirban Basu. “The emergingeffects of tariffs are glaring in the March datarelease, with iron and steel, steel millproducts and copper wire and cable prices allrising more than 5% for the month. FEATUREDPRE-BID PROJECTPlans are moving forward for the construction of what could be a $148 million jail onthe southwest side of Carlsbad, New Mexico.The project belongs to larger Eddy County and has been long anticipated as localofficials have talked about the inadequacies of the current Eddy County DetentionCenter at 201 N. Main Street, which have included a lack of adjacent space to build afacility expansion.The Albuquerque-based architectural firm of Studios Southwest has taken on thedesign work for the new project, which will most likely be built near the Cavern CityAirport.As planned, the new facility will measure around 142,300 square feet.
