Paving the way for preserving pavement,Bernalillo County approved a $4.5 millionincrease in road funds as the poorperception of New Mexico’s roads remainparked.County commissioners approved aresolution that will transfer those millionsinto the operating budget for upcoming roadprojects Tuesday. The Road Fund, is referred to in a countyrelease as a “savings account and is used inthe event of unforeseen emergencies orunbudgeted expenses.”Projects intended for completion via theroad fund include recycled asphalt pavingfor two separate locations, ten micro-surfacing projects, two fog seal projects, tenmiles of roads with chip seal operations andthe replacement of three lift station pumps.Road improvements beyond the countyhave been called for by a non-profitresearch organization and a discreditableYouTuber. In January, TRIP, A National TransportationResearch Nonprofit, published datasuggesting that $5.6 billion would beROAD BUDGET INCREASES INCOUNTY AS THE STATE FAILS TOFUND IMPROVEMENTSBy Dane Vaughn, The Built Environment04/23/2025BUILTENVIRONMENT04Atrisco Vista Boulevard which was approved for a $4 million reconstruction through federal funding in fiscal 2024. needed for road projects statewide. “New Mexico roads and bridges that aredeteriorated, congested, or lack somedesirable safety features cost the state’smotorists a total of $3.6 billion annually – asmuch as $3,002 per driver in some urbanareas – due to higher vehicle operating costsas a result of driving on rough roads,congestion-related delays and the financialcosts of traffic crashes,” states a TRIPrelease summarizing the data. The release goes on to state that 33% oflocal and state-maintained roads in NewMexico are in poor condition. “One of my biggest priorities for thisupcoming session is making much neededimprovements to our state’s roads andhighways,” said New Mexico State SenatorGeorge Munoz in the release.A YouTuber with 1.28 million subscribers,World According To Briggs, has alsoreverberated this sentiment criticizing NewMexico’s roads in a video titled “10 ShockingTruths Why People Won’t Move to NewMexico.”‘Bad roads’ is number three on the list, followed by ‘Few Well Paid Jobs’ and ‘HighCrime’.Briggs said that they went off a surveywhere people listed things they hated aboutthe state and that 25% percent of the ruralroads are “so bad that they greatly increasethe chances of having an accident.”Briggs cites the Department of HighwaySafety as a source but does not specify orlink any of the sources in question. As easy as it is to discredit a YouTubechannel that fails to source their findings, legislators and state officials have pleadedfor more funding for the same reasons. House Bill 145 was intended to pump $1.5billion into funding road projects yet it didnot make it past the senate. In a release from the New MexicoDepartment of Transportation, CabinetSecretary, Ricky Serna said, “we can’t affordto fall further behind in tackling the list ofroad projects needed statewide.” BUILTENVIRONMENT05Image generated using text to image AI

Wow, 104years! We are down to a short 70 days before ournext election and voting is one of the most powerfulways, we can express our values and have a directimpact on our community and our country.Every election is a chance for us to have a say in theissues that matter most to us—whether it’seducation, healthcare, the environment, oreconomic policies. I know that we all have our ownunique perspectives and concerns, and this is ouropportunity to make our voices heard. It’s easy to feel like our individual votes might notmake a difference, but history has shown us thatevery vote counts. Elections are often decided by aremarkably small number of votes, and ourcollective participation is what drives meaningfulchange. By voting, we not only influence thedirection of our nation but also stand up for ourcommunities and the issues we care about. Iencourage you to exercise your right to vote andencourage others around you as well. BUILTENVIRONMENT65TARIFFS DISRUPTSUPPLY CHAINSAND THEOUTLOOK FORINDUSTRIAL REAL ESTATEThe Trump administration’s tariff policy hasunfolded rapidly and continues to evolve.Although the highest tariff rates on most U.S.trading partners have been paused for 90days to allow time for trade negotiations, aflat 10% tariff remains in effect on mostgoods, and additional tariffs are expected onelectronics, semiconductors andpharmaceuticals. When combined withpreviously announced tariffs on steel andaluminum, and the 145% tariff on most goodsfrom China, the average effective tariff rate isthe highest in more than a century. The dollarhas declined in response to the tariffannouncements, further increasing theeffective cost of imported goods.Much remains uncertain about where tariffrates will settle and just how disruptive theywill be to the U.S. economy, but what wealready know about the tariffs and othertrade restrictions that have been announcedallows for at least an initial outline of thepotential risks they pose to the economy andthe market for industrial real estate. Theannounced tariffs have been higher thanmost economists expected and are highenough to have a significant effect on supplychains, business decisions and consumerbehavior.CONTINUE READING >Copyright: Canva Pro

BUILTENVIRONMENTREAL ESTATE NEWSNATIONALA change in the nation’s interest rates is notnecessarily needed in response to theTrump administration’s controversial tariffpolicies, Federal Reserve Chairman JeromePowell has declared.Speaking before the Economic Club ofChicago, Powell appeared a calmingpresence as he remarked: “For the timebeing, we are well positioned to wait forgreater clarity.”NO NEW INTEREST RATEMOVES ANTICIPATEDFOR THE TIME BEING,SAYS FEDERAL CHAIR POWELLBy Garry Boulard, Construction Reporter 04/17/2025Chair of the Federal Reserve Jerome Powell Copyright: Federal Reserve. Wkikimedia CommonsPowell continued: “Despite heighteneduncertainty and downside risks, the U.S.economy is still in a solid position. The labormarket is at or near maximum employment.Inflation has come down a great deal but isrunning a bit above our 2% objective.”For all of that, Powell acknowledged that“surveys of households and businessesreport a sharp decline in sentiment andelevated uncertainty about the outlook, largely reflecting trade policy concerns.”Looking at additional forecasts for the restof this year, Powell said it was clear thattrends were running in the direction of a“slowing, but positive growth.”While job growth is currently less than itwas in 2024, the Fed Chairman remarked,“the combination of low layoffs and lowerlabor force growth has kept theunemployment rate in a low and stablerange.”At the same time, the ratio of job openingsto unemployed job seekers remains “near itspre-pandemic level. Wage growth hascontinued to moderate, while still outpacinginflation.”“Overall,” Powell added, “the labor marketappears to be in solid condition and broadlyin balance and is not a significant source ofinflationary pressure.”Continues >72
Powell in recent months has been cautious in either raising or lowering interest rates. TheChairman’s remarks in Chicago, notes the site Investopedia, “indicated that the Fed would bereluctant to cut rates even if financial markets took a dive.”At the same time, the New York Times suggested that Powell’s speech shows he is “concernedabout the potential for President Trump’s tariffs to stoke a persistent inflation problem, something he said the Fed was obligated to ensure did not happen.”For now, Powell told his Chicago audience, the Fed would continue to “analyze the incomingdata, the evolving outlook, and the balance of risks.”“We understand that elevated levels of unemployment or inflation can be damaging andpainful for communities, families, and businesses,” Powell said in concluding his remarks.“We will continue to do everything we can to achieve our maximum-employment and price-stability goals.”BUILTENVIRONMENT73President Donald Trump recently revokedexecutive orders issued by PresidentsCarter and Clinton that gave preference fordowntown and historic office locations forfederal offices.Continue reading >TRUMP ORDERS END TOPREFERENCE FORDOWNTOWN FEDERALOFFICE SPACEBy Peter Fabris, Building Design + Construction04/22/2025Copyright: Cnava proAccording to recent data from CBRE,underwriting assumptions for core U.S.multifamily assets showed improvement inQ1 of 2025, while those for value-addassets saw a slight decline.
