of public records request, said the award toGLS was $500,000, which was the maximumfirst-year-estimate set in the RFP. GLS evaluated 28 total industrial sitesacross New Mexico for future opportunities,outlined site suitability, assessed existinginfrastructure, and made site readinessrecommendations for each site. GLS is a research consultancy located inGreenville, South Carolina. “Most of the sites marketed as industrial aresmaller tracts of land, within the 5–15-acrecategory, which limits the type of industrythat can locate on the property. The 100+acre sites however, all are adjacent to railwhich is an advantage to most largeindustrial projects,” states the GLS report. Two other projects, both “rail-served” arehighlighted alongside the Las CrucesInnovation and Industrial Park (LCIIP) in theGLS report’s executive summary: a 4500-acre EnergyPlex Park located in Hobbs anda 200-acre Clovis Industrial Park. Bothprojects had four or more disadvantageslisted. LCIIP is a 300-acre, publicly owned,patchwork of land open for sale or lease andis zoned for aerospace, defense andmanufacturing components.Zoning here matches the surrounding areaas LCIIP sandwiches the Las CrucesInternational Airport which also has a 72-acre site. However, GLS identifies severaldisadvantages and “fatal flaws” with thisairport site. LCIIP’s only noted disadvantage eliminatesit from becoming a part of the tens of‘gigawatt AI factories’ prophesized by techgiant, NVIDIA, who announced two newsupercomputer manufacturing plants inTexas. disadvantage by GLS, is the proximity to arail service which is being prioritized by therailroad industry itself. On April 24 , Canadian Pacific Kansas City(CPKC), a single-line transnational railwaylinking Canada, the U.S. and Mexico;designated nine site ready industrialdevelopment locations across NorthAmerica via a site readiness program. th"Our nine Site Ready locations provide theideal platform for businesses seeking toefficiently build new or expand existingoperations, creating new value andcapitalizing on the economic opportunitiespresented by the reach of our NorthAmerican network," said John Brooks,CPKC Executive Vice President and ChiefMarketing Officer in the release. One such site, the only site close to theSouthwest U.S., borders Texas in Louisiana. LCIIP shares its disadvantage, as well asseveral similarities, with an industrial site inAlbuquerque which is now furtherleveraged towards the film industry. Double Eagle II, over 1000 acres alsoadjacent to aviation operations, wasanalyzed by GLS. It was reported by GLSthat “a new substation would be required toserve the site.”On April 23 , Albuquerque Business Firstreported that Mesa Film Studios’ 60-acreproject cleared a developmental hurdlewhen the city council overturned an appealthat drew the project’s zoning into question.rd GLS listed this form of what is often referredto as “red tape” in its report, stating thedisadvantage as: “zoned non-residential-sensitive-use; projects would likely have togo through city approval process (6-12months).”Seven months ago, when the film studioproject was approved for funding, itreceived opposition from the NativeAmerican Voters Alliance as the site isadjacent to the Petroglyph NationalMonument. GLS also lists this among several otherdisadvantages such as building heightrestrictions (65 feet), the site being six milesfrom the nearest highway or interstate andis in an air quality maintenance area forcarbon monoxide. These sites, especially LCIIP and the two other sites in Hobbs and Clovis highlighted by GLS,could potentially receive a portion of a newly legislated $24 million in annually recurringfunds for pre-development projects. New Mexico legislators passed Senate Bill 169, or “The Strategic Economic DevelopmentSite Readiness Act”, which is set to go into effect in July. NMEDD proposed “identifying inefficiencies and outdated regulations”, introducing a stateowned information hub of sites, and facilitating talks between the public and private sectorin its 2025 State Plan. Those differ from GLS’s overall recommendations for the state’s future in industrial sitedevelopment. “New Mexico could enhance its competitiveness by reducing the GRT burden, investing ininfrastructure, expanding technology and innovation incentives, and addressing workforcegaps to rival the broader appeal of Texas, Arizona, and Utah,” states the GLS report. CCAT ELECTRICALSERVICE EXTENSIONVIEW PROJECT >SCOPE OF WORK: Utility Services Department (UNM USD) is seeking qualified proposals pursuant of this Request forProposals (RFP). UNM has begun construction of the new “Center for Creative Arts & Technology” Building(CCAT). This project is to extend the current 12,470 kV supply on main campus down to the new building(CCAT). The work is to be provided in accordance with UNM standards, Project Plans and Specs.(Attachment A), Design Guidelines (Attachment B) and this Scope of Work. Wage Decision will be in effect. The work must conform with normal UNM Terms and Conditions as well as all state and local regulations.Work will be inspected by a qualified third party and can be deemed unacceptable based on workmanshipand adherence to the plans and specifications. The work will include some removal of turf, asphalt andother site improvements that will have to be replaced per UNM Project specifications. The project workareas will need to be fenced off with a six foot chain link temp. fence and appropriate safety regulationsmust be coordinated with UNM staff. A Pre-proposal conference will be held to determine the most currentsite conditions and safety concerns. The scope consists of a Base Bid, Alternate 1, Alt. 2 and Alt. 3 andawards to be determined on funding. Proposals will only be accepted from qualified contractors who haveprevious experience with the installation of electrical utilities. All proposals will require proof of previouselectrical utilities projects done by the proposer and the names and qualification of the electricians thatwill be performing the work. UNM reserves the right to refuse all proposals. The terms of the resultantagreement are contingent upon sufficient appropriations and authorization being made by the Regents ofthe University of New Mexico, or other sponsoring agency for the performance of these services.
