In KPMG’s report, The Proximity Premium, businesses in the long term were reportedlygeared more towards moving operations toMexico on the macro level of the Americas. “62 percent currently have a presence in theUS, but only 44 percent expect to have onein three years,” continues the report, “manycompanies plan to lean into Mexico instead, with 36 percent expecting to have apresence there in three years, up from 27 CONSTRUCTION MANUFACTURERS SHORINGUP IN THE U.S. AMID SUPPLY CHAINUNCERTAINTYBy Dane Vaughn, The Built Environment05/07/20254copyright: canva Pro (image partially generated using text to image AI)

More recently a new critical mineral extraction facility was announced in Washington Statewith others said to be on the way. Aspiring Materials, a New Zealand born producer of magnesium hydroxide and reactivesilica, announced the construction of new facilities being nearshored in the U.S Tuesday.Magnesium hydroxide is a chemical additive used in fire retardant construction materialsand reactive silica is often added to fly ash, a component of concrete mixes. BUILTENVIRONMENTWICNM NEWSLETTERAUGUST 2024 >Hello Friends,Today is National Women’s Equality Day, this daymarks the adoption of the 19th Amendment in 1920,which granted women the right to vote. Wow, 104years! We are down to a short 70 days before ournext election and voting is one of the most powerfulways, we can express our values and have a directimpact on our community and our country.Every election is a chance for us to have a say in theissues that matter most to us—whether it’seducation, healthcare, the environment, oreconomic policies. I know that we all have our ownunique perspectives and concerns, and this is ouropportunity to make our voices heard. It’s easy to feel like our individual votes might notmake a difference, but history has shown us thatevery vote counts. Elections are often decided by aremarkably small number of votes, and ourcollective participation is what drives meaningfulchange. By voting, we not only influence thedirection of our nation but also stand up for ourcommunities and the issues we care about. Iencourage you to exercise your right to vote andencourage others around you as well. For months, proponents have been trying toestablish a new home for the ColoradoEagles hockey team. That plan has graduallycome to envision an entertainment districtthat will surround the new 8,600-seathockey arena and include youth hockeyrinks, an indoor water park, and 350-roomhotel.The Eagles currently play in the RanchEvents Complex but will move out of thatfacility in 2028 when their lease expires. What is now seen as a $1.1 billion projecthas won the support of the Greeley CityCouncil, which has agreed to a public-private partnership to get the district off theground, funding it through bonding. The Greeley Westside Project will go up onroughly 300 acres bound on the south byU.S. Route 34 and the north by ColoradoState Highway 257.It is thought that the project, whichaccording to city documents includes a largeamount of open space and connection toarea walking trails, may ultimately see thebuilding of somewhere around 6,000residential units, and 3.5 million square feetof commercial and retail space. In a statement, Greeley Mayor John Gatessaid the project represents a “once in ageneration opportunity to shape Greeley’sfuture.”Design work is expected to begin later thisyear and last through much of 2026. The district provides public water service tothe growing units one, two, and three of theHaciendas Del Norte subdivision. Thatsubdivision is populated with homes in theprice range of $650,000 and on up.The district was created in 1981 by theTexas State Legislature.According to city documents, “developmentimpact fees are reviewed, and if necessary, updated every five years. These updates arenecessary to ensure infrastructure plans arein line with current growth projections.”The fees, which will vary depending uponwhat section of the city a new project will bebuilt, could see a jump in north Phoenix fromthe current $15,578 paid for theconstruction of a single-family home to justunder $35,000.Phoenix officials have said that the feeincrease, bringing in new revenue to thecity, is needed in order to defray the cost ofputting in infrastructure in areas wheregrowth in recent years has been explosive. But home builders have been anything butenthusiastic about the increase. In astatement, the Homebuilders Association ofCentral Arizona predicted that “anyincrease in builders’ costs will directlyincrease the cost to purchase a home.”The increases, the statement added, arecoming about “at a time when home buyerscan least afford them, particularly in themiddle of Arizona’s housing affordabilitycrisis.” New home building in Phoenix is partly areflection of the city’s remarkablepopulation growth, which is among thegreatest in the country, seeing a jump from1.3 million two decades ago to just under 1.7million today.BUILTENVIRONMENT36It’s a prospect angering many area homebuilders: next month newly approvedimpact fees in Phoenix are expected tosignificantly add to the cost of building anew home in Arizona’s largest city.In a unanimous vote, members of thePhoenix City Council in April approved aproposal increasing the fees that builderspay for the construction of such things asnew water and sewer infrastructure androads, water plants, and parks.HOME BUILDERS INPHOENIXCONFRONTING IMPACTFEES SCHEDULED TOBECOME REALITY NEXTMONTHBy Garry Boulard, Construction Reporter 05/05/2025Copyright: Canva pro

Supporters of the ordinance, notes thepublication Denverite, have argued that it isan “important tool ensuring developersbuild more than just luxury housing forthose making well over the area medianincome.”The ordinance has attracted oppositionfrom developers as well as the ColoradoApartment Association, which has assertedthat it will only cost developers more tocomplete any given project, and that in theend that cost would be passed on to middle-and upper-income renters. The think tank Common Sense Institute ofColorado asserts that rents on an averageapartment in Denver would have to beincreased by at least $80 a month to offsetnew development costs. To that end, saidthe institute in a study, the ExpandingHousing Affordability ordinance “acts as ahidden tax on renters.”In an official posting, the City of Denver hassaid that the new ordinance will ultimatelysecure housing for those in the city whoneed it the most. BUILTENVIRONMENTREAL ESTATE NEWSNATIONALFor the first time in nearly four years, thenation’s Gross Domestic Product is on thedownside, posting a 0.3% decline for early2025.So says a new survey compiled by theBureau of Economic Analysis, which notesthat investment in manufacturing structuresis off by a significant 4.5% since late lastyear. The 0.3% overall decline is particularlynotable given that GDP experienced ahealthy 2.4% increase during the finalquarter of 2024.GROSS DOMESTICPRODUCT SEES EARLYYEAR CONTRACTIONBy Garry Boulard, Construction Reporter 05/06/2025Copyright: Canva proThe 0.3% decline, says the report, is largelyattributable to an “upturn in imports, adeceleration in consumer spending, and adownturn in government spending that waspartly offset by upturns in investment andexports.”That decrease in government spending wasparticularly due to a decline in defenseconsumption expenditures. But the figuresin this category could have been worse wereit not for an early year increase in state andlocal government spending.Matters were also not helped by the bigwildfires in big California earlier this yearwhich, says the report, “disrupted consumerand business activities and promotedemergency services and remediationactivities.”In all, the Bureau of Economic Analysis saysthat the California wildfires caused losses inthe neighborhood of $34 billion in privatelyowned fixed assets, along with another $11billion in state and local government-ownedfixed assets.Looked at in a larger context, the 0.3% GDPdecline appears marginal compared with the4.6% drop for the covid year of 2020; andthe 3.8% decline recorded in 2022.76

BUILTENVIRONMENTNATIONALLEGISLATIONThe Department of the Interior is nowsetting it in stone: the permitting reviewprocess for energy projects must last nolonger than 28 days.In a statement, Interior Secretary DougBurgum announced: “We are cuttingthrough unnecessary delays to fast-trackthe development of American energy andcritical minerals, resources that areessential to our economy, our militaryreadiness, and our global competitiveness.”The Secretary added that by reducing whathe said had been a “multi-year permittingprocess” down to just 28 days, the InteriorDepartment will embrace a “clear focus onstrengthening the nation’s energyindependence.”As part of the shortening process, theInterior Department has put together adraft request that companies anddevelopers can submit, part of which willrequire them to abide by all environmentallaws, in particular both Clean Air Act andClean Water Act requirements.Continues >INTERIOR DEPARTMENTANNOUNCESABBREVIATED PROJECTPERMITTING PROCESSBy Garry Boulard, Construction Reporter05/02/202595Copyright: Canva pro
BUILTENVIRONMENTAlso folded into the new processare frameworks for securingEndangered Species Act as well asNational Historic Preservation Actconsultations. The new process will impact awide variety of natural gas, crudeoil, coal, natural gas liquid, andkinetic hydropower projectsacross the country.Bergum’s announcement waspraised by the Houston-basedInstitute for Energy Researchwhich said that delayed permittinghad created “bottlenecks thatcause higher energy prices, andlimited affordability energy fromreaching consumers,” whilemaking the U.S. dependent onmineral imports. The new Interior Departmentruling, however, is raisingquestions in some quarters. The publication E&E News saidany move to limit project reviewsraises a question of “what role thestates and tribes will play,” as wellas whether the federalgovernment has the “capacity toshepherd projects through thetruncated process.”At the same time, Forbes iswarning that “majorenvironmental laws are part ofAmerica’s social contract.” Thepublication continues: “Any effortthat would involve the diminutionof protections supported byexisting requirements is likely tobe met with equally widespreaddisapproval.”96Blame it all on Franklin D. Roosevelt. Not until FDR became president in 1933 andsuccessfully advanced a breath-taking pottage oflegislative proposals was any chief executive judgedby what he did in his first 100 days.Since then, say presidential scholars, every chiefexecutive has been measured on an arbitrary scalethat has as its end point any April 29 in a president’sfirst year in office.“Only a president facing an extraordinary emergencyshould have to meet that artificial deadline forsignificant action,” author John Dickerson has arguedin opposing the 100 days scale in his 2020 book TheHardest Job in the World.Dickerson has suggested instead that “the press andthe president’s opponents should allow a newadministration more time to settle in.”Continues >PRESIDENT TRUMPEMBRACES 100-DAYCONCEPT THAT HAS VEXEDOTHER PRESIDENTSBy Garry Boulard, Construction Reporter05/01/2025Copyright: Canva pro
BUILTENVIRONMENTThe problem may be that so many havebecome addicted to the 100 days ideasimply because the first time it was calledthat, by Roosevelt himself, was at the end ofan extraordinary three months seeing thepassage of such landmark legislation as theEmergency Banking Act and the NationalIndustrial Recovery Act.Moreover, FDR’s legislation led to thecreation of the Civilian Conservation Corps, the Agriculture Adjustment Administration, and the Tennessee Valley Authority.“FDR’s extraordinary productivitytranslated into enormous popularity,”author Sarah Pruitt has remarked in thepublication History, noting that the 100-dayidea has since created a “standard againstwhich all future presidents would (perhapsunfairly) be measured.”Understandably, some post-FDR presidentshave been less than enthusiastic about thatstandard. “I’m sick and tired of hearing howwe are planning another hundred days ofmiracles,” John Kennedy told an aide daysbefore he assumed office, according to theWall Street Journal.Presidents Reagan, Clinton, and Obamahave also been reported to dislike thestandard. But by all accounts, President Trump hasenjoyed the standard, this week declaringthat he has just completed the “mostsuccessful 100 days of any president in thehistory of our country.”According to the White House, Trump hassigned 143 executive orders in his first 100days, 26 of which were issued on the firstday of his presidency, along with 42proclamations, representing what the NewYork Times has characterized as “awhirlwind of action.”The paper has also asserted that Trump has“done more in his first 100 days to changethe trajectory of the country than anypresident since Franklin D. Roosevelt.”But despite the whirlwind of action, reportsThe Hill, Trump has thus far signed only fiveactual bills into law, and has seen just 53 ofhis 1,300 presidential appointees approvedby the Senate. The president’s executive orders have alsotriggered a record 221 cases filed againstthe administration, according to a study bythe New York University School of Law,producing a flurry of activity beneficial toone group of professionals for certain:lawyers.97The White House proposed $163 billion innon-defense spending cuts in its 2026discretionary budget request released May2. While Congress must still finalize thefederal budget, the proposal provides a lookinto Trump administration priorities thatwould include both increases and cuts fordifferent programs funding constructionprojects. The cuts would amount to a 22.6% decreasefrom the enacted 2025 budget.
