A dynastic racing family, both with a namethat bridges the entire west side ofAlbuquerque and a track record spanning acentury, will have its historic home andgarage become a reuse project for the city. “For generations the Unser legacy andracing history called our city home.Purchase of the Unser property provides aperfect opportunity for us to commemorateand honor the Unser spirit of innovation,”said Klarissa Peña, an Albuquerque citycouncilor.According to the February 7 , 1950 editionof the Albuquerque Journal, the property wasused for stock car owners to meet anddecide when the racing season would begin.th It was reported in 1938 that Louis Unser,brother of Jerry Unser the first, had won thePikes Peak International Hill Climb for fouryears in a row. The ULI report, Project Recovery, done inconjunction with the University ofCalifornia at Los Angeles and the Universityof Southern California, recommends theestablishment of what are known as“community rebuilding authorities”designed to “orchestra and acceleraterebuilding in affected areas.”The mandates of such organizations,continues the report, would include settingup a financing authority “to fund everythingfrom individual mortgages to infrastructurerebuilding.”How states and cities respond in theimmediate aftermath to the devastationwrought by natural disasters can have animpact lasting for years beyond the disasteritself. The 2021 Marshall fire in Colorado,destroying nearly 1,100 homes, is regardedas the most destructive fire in the state’shistory.Within days, a group called the NorthwestChamber Alliance set up a website tocentralize the information on federal andstate aid, local resources, and donationinformation. Governor Jared Polis signed anexecutive order providing $40 million forrecovery efforts.As of late last year, two-thirds of the homesdestroyed by the fires in the CentennialState had been rebuilt, with homeownersoverwhelmingly putting up new homes onthe original lots. The pace of the recovery, infact, has surpassed the national average of25% that are rebuilt within five years of awildfire.Among those who have chosen not torebuild, noted the publication BoulderReporting Lab, were those who wereunderinsured, as well as residents sufferingfrom “emotional trauma or fear of futurewildfires.”Nearly two decades after the historicHurricane Katrina destroyed or heavilydamaged hundreds of thousands of homesin New Orleans, causing an estimated $201billion in damages, only around 50% ofresidences in the most impacted areas havebeen rebuilt.To make matters worse, a $9 billion effortcalled the “Road Home Program,” which wasdesigned to compensate homeowners fortheir losses, has been roundly criticized forbasing settlements on the pre-storm valueof their homes rather than feeding in dataabout actual property damage caused byKatrina and the estimated cost to rebuild.Tentative rebuilding first began in metro LosAngeles in March, while, according tovarious reports, thousands of homeownersare still waiting for approval from either thecity or county for new home designs andother permits. That process includessecuring approval for electrical andplumbing system infrastructure.The best case scenarios are projecting thatthe first wave of new homes may becompleted by the late spring or summer ofnext year, while the vast majority ofstructures will most likely not be ready until2027.To push things along, the Urban LandInstitute report recommends that thecommunity rebuilding authorities must befocused on helping homeowners to pushthrough a thicket of insurance, permitting,and financing issues.The establishment of a private sectorbuildings’ alliance may also see theincreased participation of “bighomebuilders” who have the “resources,scale, and motivation to achieve what thegovernment may not be able to accomplish.”Continues >BUILTENVIRONMENT37
