Utility improvements for a historic theaterin New Mexico are now on hold as the city ofRaton continues to look for new sources offunding. A National Endowment for the Humanities(NEH) approved a $150,000 grant for theCity of Raton to upgrade the plumbing andelectricity for the century-old ShulerTheater in 2024. That grant, along withthousands of others, have been cancelled bythe Department of Government Efficiency(DOGE). On Tuesday, Project Director for the City ofRaton, Jaden Welch told the ConstructionReporter in an email , “we also lost our NEHChallenge grant while out to bid (DOGEcancelled it), so we are looking into otherfunding opportunities.”Challenge Programs grant recipients arerequired to raise cash contributions fromnonfederal third parties, which is thenmatched by NEH to stimulate additionalsupport from private or public entities. In December of 2023 the city had awardedthe proposed design contract to Mitchell &Cruse Architecture, who previouslyrenovated the Trinity Hotel in Carlsbad; abuilding that is two decades older than theShuler Theater. In October of 2024, Welch told ConstructionReporter, “our engineer’s estimate for theproject came in over double the fundsavailable for the project.”Welch also said that after invitingcontractors to submit bids on the project bylast Friday, none had submitted. Not short on delays or uncertainty, theproject has since been up in the air and wasstill in search of funding prior to theimplementation of the federal government’s new spending auditor, DOGE. The Built Environment confirmed that over126 different NEH grants had beencancelled by DOGE which is among 15,198grants total. Two similar grants that were cancelled arethe Georgia O’Keeffe Museum ConstructionProject in Santa Fe and the Edward B. GreenBuilding Plumbing Renovations at theToledo Museum of Art in Ohio. the communication between the database archiving all the cancelled funds and the userinterface allowing inspection of the cancelled funds, is still being developed.Users can only search keywords for cancelled grants within a string of code produced in aJSON file. For instance, when attempting to locate specific NEH projects cancelled by DOGEwith its own API, the largest list is limited to 500 items, which produces grant informationlimited to the Department of State. A major restoration of the theatre was undertaken in the 1960’s, according to the ShulerTheater’s website. What has remained are murals depicting the pre-1920s history of Ratonin the lobby which are said to be the result of a New Mexico Department of Cultural Affairsgrant.
