A non-descript, one-story brick building onthe southeast side of Albuquerque has beenadded to the Environmental ProtectionAgency’s Superfund National Priorities List. The Albuquerque property was once thehome to the Carlisle Village Cleaners, whichthe EPA says leaked chlorinated solvent gasinto the surrounding soil, impactingresidences, commercial structures, and atleast two churches. As such, the structure at 3611 SimmsAvenue and nearby vicinity will be subjectto a review process determining futureremediation efforts. In announcing the Albuquerque site andseveral others nationally, Lee Zeldin, EPAAdministrator, remarked that “cleaning upour nation’s Superfund sites providestremendous health and economic benefitsto local communities.”The EPA announcement states that thebusiness was in operation between 1953and 1975. But an advertisement in theAlbuquerque Journal announcing the openingof Carlisle Village Cleaners, “Albuquerque’snewest and most modern dry cleaningplant,” is dated August 6, 1950.The former home of Historic Potteries in ALBUQUERQUE BUILDING IS DESIGNATEDAS AN EPA SUPERFUND SITEBy Garry Boulard, The Built Environment07/09/2025BUILTENVIRONMENT4Copyright: Google Images; Image Capture: January 2025

in Trenton, New Jersey, which for more thana century saw commercial potterymanufacturing using lead that ended upcausing soil contamination, has also justbeen declared a Superfund site. That soilcontamination, according to the EPA, spreadinto residential properties, schools, andrecreation areas.Yet one more site was declared in Eugene,Oregon: the J.H. Baxter wood processingplant which has been accused of disposing ofnearly 2 million gallons of chemical-lacedwastewater in a neighborhood on the westside of the city. According to variousreports, toxic chemicals, including dioxins, were subsequently found in samples takenfrom nearby residential yards. The Superfund program came about withthe passage of the ComprehensiveEnvironmental Response, Compensation, and Liability Act of 1980. Once a toxic site isso designated, a combination of the EPA andproperty owner is tasked with paying for theclean up. In announcing the new Superfund sites,Zeldin, who earlier in the year visited anumber of toxic waste dumps, remarkedthat “cleaning up our nation’s Superfundsites provides tremendous health andeconomic benefits to local communities.”“We listened to these communities andusing their input EPA determined the needto add these longtime contaminated sites tothe National Priorities list.”According to the publication Science Friday, there are now more than 1,300 Superfundsites across the country. “They’re in nearlyevery state, and many are located nearresidential areas. An estimated 87 million, almost a quarter of Americans, live withinthree miles of a Superfund site.”BUILTENVIRONMENT5Copyright: Canva Pro

BUILTENVIRONMENT22WICNM NEWSLETTERAUGUST 2024 >Hello Friends,Today is National Women’s Equality Day, this daymarks the adoption of the 19th Amendment in 1920,which granted women the right to vote. Wow, 104years! We are down to a short 70 days before ournext election and voting is one of the most powerfulways, we can express our values and have a directimpact on our community and our country.Every election is a chance for us to have a say in theissues that matter most to us—whether it’seducation, healthcare, the environment, oreconomic policies. I know that we all have our ownunique perspectives and concerns, and this is ouropportunity to make our voices heard. It’s easy to feel like our individual votes might notmake a difference, but history has shown us thatevery vote counts. Elections are often decided by aremarkably small number of votes, and ourcollective participation is what drives meaningfulchange. By voting, we not only influence thedirection of our nation but also stand up for ourcommunities and the issues we care about. Iencourage you to exercise your right to vote andencourage others around you as well. On another note, I want to thank the PlanningCommittee for all their hard work this year inplanning all our events. They are doing an amazingjob! BUILTENVIRONMENT59THE RTO EFFECT: ISTHE OFFICE MARKETREVIVAL UPON US?As companies adapt to the complexities ofreturn-to-office (RTO) mandates across bothpublic and private sectors, the office market isundergoing significant shifts. President DonaldTrump’s recent executive order requiringfederal employees to return to in-person workhas only added further momentum to thistrend, reinforcing the push for physical officespaces. While some areas have seen an uptickin leasing activity, the question remains: Is thisa true recovery or just a temporaryadjustment? For deeper insights, we turn to two industryexperts—Justin Cazana, SIOR, of Avison Youngin Knoxville, Tenn., and William O’Brien, SIOR,of M.C. O’Brien Inc. in New York City. These twocities occupy different ends of the RTOspectrum.Knoxville, a fast-growing city in a traditionallyconservative state, saw an early return to in-person work, influenced by cultural andpolitical factors. Meanwhile, New York City—adense, blue-state metropolis—hasexperienced a slower rebound, shaped byprolonged restrictions and a strong presenceof industries like finance, law, and tech, wherehybrid work remains prevalent.CONTINUE READING >Copyright: Canva Pro

BUILTENVIRONMENTNATIONALLEGISLATIONLeaders in the nation’s massive techindustry claim they have been gut-punchedby a late-night action in the U.S. Senateregarding the continued regulation ofartificial intelligence. In a sweeping vote that was a part of thedeliberations surrounding PresidentTrump’s One Big, Beautiful Bill, lawmakersoverwhelmingly came down on the side ofremoving a moratorium on the regulation ofAI at the state level.ARTIFICIALINTELLIGENCE STATEREGULATIONMORATORIUMSTRIPPED FROM BIGBEAUTIFUL BILLBy Garry Boulard, Construction Reporter07/03/2025Copyright: Canva proThe moratorium was proposed to be in placefor 10 years and has been seen as almost aharbinger of where the country is going withongoing AI regulation. Texas RepublicanSenator Ted Cruz has been among the mostvocal in favor of the moratorium, arguingthat the nation’s tech industry needs to befreed from the burden of what could be amosaic of differing state laws.In an interview with the publication BusinessInsider, Cruz remarked that he was “verysupportive of the principle” that AI shouldprimarily be regulated at the national level. At a meeting of the Senate Committee onCommerce, Science and Transportation inMay, Sam Altman, chief executive officer ofOpenAI, said that if the matter were up tohim; he would prefer “one federalframework, that is light touch, that we canunderstand, and that lets us move with thespeed that this moment calls for.”The push for what some regard as a free-for-all state approach to AI regulationreflects an assumption that many Democratand Republican lawmakers don’t reallybelieve that “AI will be a sufficientlyimportant technology that will need to beregulated the way telephones, electricaltransmission, the internet, and other majortechnological breakthroughs have alwaysbeen by state and local governments,”observes the publication Vox.Continues >88
