04Seedlings of a community garden will sproutwhere used cars were once sold between anoutdoor equipment store and an autodetailer.Bernalillo County officials congregated withother community service organizations tocelebrate the latest addition to the county’scommunity urban agriculture project, BCCUrban Ag Project, Tuesday.“This is the first piece of dirt that the countyowns that the county is actually going tohave in the International District foreducation and outreach, in regards to urbanag,” said Bernalillo County Pros Planning Manager for Parks and Recreation andOpen Space Division, John Barney.In 2019 the BCC Urban Ag Project wascreated and identified nine priority projectsites in the district. What’s being called the Wyoming OpenSpace, located at 317 Wyoming Boulevard,northeast, was not originally on the map butis now scheduled to start growing food byMarch of 2025.According to several back issues of theAlbuquerque Journal, the lot was mostrecently used for used car sales. 05According to Barney, the county purchasedthe three-quarters of an acre, commerciallyzoned, lot for $346,000.The Built Environment reported that thecounty approved $400,000 of AmericanRescue Plan Act funds to purchase the lotfor the purpose of public health and safetyin May of 2024. That difference in federal dollars, saidBarney, is going to TriWest Fence toconstruct the eight-foot-tall security fencingaround the perimeter with two access gates. “But that’s not even going to cover thewhole fencing project. So, we have another$200,000 in capital outlay thanks to MimiStewart and then we have another couplehundred thousand dollars of open space milllevy,” said Barney in an interview with TheBuilt Environment. A site development plan based offcommunity input gathered at the on-sitecelebration is being used by theAlbuquerque-based landscape design firm,Groundwork Studio.Input from the community called forfeatures such as a gazebo, food stands ormarket area, a play space for incorporatingchildren, raised beds and infrastructure. County officials said that urban agriculturalsites support the mental and physical healthof the surrounding community. “Pretty soon, this site will feature a shadedoutdoor classroom, demo gardens and allnew infrastructure so that we can bringthose benefits here, to the heart of theInternational District,” said BernalilloCounty Commissioner for district three,Adrian Barboa. Barboa’s district is now home to thecounty’s next urban agricultural site, whichaccording to Barboa was inspired by theVictory Gardens of World War II. The International District, according to thenow defunct BCC Urban Ag Project’swebsite, was transformed by the populationboom following World War II; from a fewhomesteads into an area that now has thedensest population in the state of NewMexico. “This project draws inspiration from thathistory; reminding us of the power ofcommunity and the importance of self-sufficiency,” said Barboa. On July 2, theOccupational Safety and Health Administration(OSHA) published their proposed standardaddressing heat illness in outdoor and indoorsettings. The proposal codifies many of the heatsafety practices the construction industry alreadyuses to protect workers. Those measures, whichbroadly fall into the categories of water, rest,shade, and training, were crafted by contractors aspart of their general duty obligations to protectworkers from hazards associated with hightemperatures. However, OSHA has not addressedthe disparate impacts of heat in various parts ofthe country. The impacts on worker safety of a90°F day in Mississippi are different than a 90°Fday in Alaska.
