Bernalillo County assessor, Damian Lara,received an award this week afterimplementing artificial intelligence for thepast year.All the while property valuations increasedsignificantly, which can’t yet be attributed toAI.Lara’s “Achievement Award” from theNational Association of Counties (NACo)was granted on Sunday at the association’sannual conference, according to a recentrelease. Last year it was reported that the countyalso commenced a contract with C3 AI thatwould implement generative AI to locatetaxable commercial properties in thecounty, “optimize sales data” and makevaluations for the purpose of assessment.C3 AI has supplied AI applications to theU.S. Department of Defense, RaytheonTechnologies and the construction industrygiant, Johnson Controls. Non-disclosure laws in New Mexico haveensured that sales and improvement data bekept private, and the county’s AI is beingused as a work around to update valuations. This “Commercial Appraisal Module” was tobe fully implemented by the end of the yearand is being used to prepare for the 2025Protest period according to the BernalilloCounty Assessor’s Annual Report for 2025.If you ask the county’s chatbot, A.C.E. whichstands for the Assessor’s CommunityEducator, if the appraisal module wasintegrated into the county’s most recentassessment, it will tell you: “The 2025 Annual Report indicates thatC3.ai’s Commercial Appraisal Module wasintroduced and integrated into the CAMAsystem, but it was not yet in active use forthat year’s valuations. Full implementationof the module is slated by year-end tosupport the 2025 protest period and the2026 valuation cycle.”CAMA’s data, or the Computer AssistedMass Appraisal system, has also beenintegrated with the county’s GeographicInformation System and was deployed forappraisals of manufactured homes in Marchof 2025, according to the report. Net values for non-residential properties inthe county increased by 61.42% from 2023to 2024, according to the report.This public-private partnership spawns anAI response that will coincide with protestsprovoked by signifcant property valuation increases. Also, Lara told the publication that theassessor’s office was previouslyunderstaffed, leaving many propertiesunderassessed in the decade prior to hisappointment. This comes as an apparent concern toproperty owners who anticipate propertytax increases, although Lara went on tostate that the mill rate for taxes wouldproportionally decrease.Property owners were given a month to filea protest between May 2 and June 2 . On July 8 members of the New MexicoSupreme Court ruled against a suit filed byProtect Tesuque, essentially overturning anearlier state order pausing the process. It was originally called the First AmericanTitle Building and was lauded upon openingfor its interior gold tile walls, black Italianmarble columns, and Brazilian terrazzolobby floors.Kellwood is one of the largest apparelmanufacturing companies in the countryproducing the Briggs, Democracy, and Wit &Wisdom brands, among others.In an 86-page suit filed before the DistrictCourt of Denver County, the cities ofArvada, Aurora, Glendale, GreenwoodVillage, Lafayette, and Westminster arecharging that the executive order, signed in2023, usurps local governance.In signing that executive order, Polisordered various state agencies to inventoryand catalogue local programs designed toprovide support to the housing efforts ofcities, and to do so in a way that wouldsupport statewide goals.“We want to be a part of the conversationabout how we remove barriers to housing atthe local level,” Polis said in signing theorder, adding that it was his goal to ask localgovernments to reduce red tape andstreamline development processes.The executive order additionally addressedsuch issues as residential occupancy limits,accessory dwelling units, higher-densityhousing near transit stops, and mandates formore sustainable affordable housing.But the cities claim that the order, alongwith two pieces of legislation, House Bill 24-1313, which focuses on the creation ofhousing in transit-oriented communities,and House Bill 24-1304, centered theprohibition of minimum parkingrequirements, has served to hamper theirown housing efforts.The cities also argue that they should beable to establish their own land use andzoning laws, without interference from thestate. Plans are underway in Yuma to transform amodernistic structure that once housed aSears store into a new pickleball facility.The Sears outlet, located at 3150 S. 4thAvenue as part of the city’s Southgate Mall,closed in 2018 during a nationwiderestructuring by the company thatshuttered around 260 other locations.Now the company Desert Padel andPickleball Club wants to transform the one-story, 89,000-square-feet structure into anew indoor sports facility that will includeeleven pickle ball and six paddle courts.The project, which is being designed by theYuma-based Innov-R, will also see thecreation of restaurant, food court, andwellness and community event space.
