A 63-year-old building, where city residentscould receive housing assistance, will soonbe leveled after it was reported to haveasbestos levels exceeding regulatory limits.On June 3 , the Housing OpportunityManagement Enterprises posted a proposalrequest for contractors to abate thebuilding where they were previouslyoperating at 5300 E Paisano Drive in ElPaso, Texas. Kasterannounced Monday,” reports the March 13issue of the El Paso Times in 1967.thAccording to the U.S. Bureau of LaborStatistics, the same facility would havecosted $19.2 million in June of 2025.The Housing Authority of El Paso, known asHousing Opportunity ManagementEnterprises or HOME, was maintainingoperations at the building until 2022.A Google street view captured in 2022depicts HOME’s announcement that theyhad moved to a two-story building a fractionof the size at 203 Cortez Drive across thestreet. According toForRent.Com, the unit square footageranges from 600 to 1,200 square feet. HOME was created by the City of El Paso in1938 to provide low-income El Pasoansaccess to low-cost housing. El Paso Inc. reported that the wait list for low-income housing assistance reached 100,000recently, exceeding the number of applications following the government’s response toCOVID-19.Average home values in El Paso are expected to rise from $209,00 to $223,000 next year,reported KFOX14 in El Paso. Although KFOX14 doesn’t cite where it derived this projection. HOME sold 263 scattered sites this fiscal year to “provide more affordable rental housingand homeownership opportunities for El Paso’s working families,” and the profits will bepoured into future affordable housing developments, according to a public notice issued byHOME. The notice also states that HOME is looking to secure construction financing for a low-income senior housing development in West El Paso called Chai Manor. Members of the public are invited to comment on these goals at HOME’s Blue FlameBuilding on August 20 , at 304 Texas Avenue in El Paso. thWhether or not HOME will find a new home, of similar size via new construction orrenovation, remains unclear.The Built Environment contacted board members of the agency. None have responded torequests for comments as of e-publication. There is an email address for the agency’s publicinformation officer on their website, however, when contacting their offices directly;personnel said that this position no longer exists.
