In the latest skirmish in a battle that isalternatively fascinating and worrying bothWall Street and Washington, Lisa Cook, agovernor on the board of the FederalReserve, announced that she is going tocourt to save her job.FEDERAL RESERVEBOARDGOVERNOR FIREDBY PRESIDENT,VOWS TO PUSH ONBy Garry Boulard, The Built Environment08/27/2025BUILTENVIRONMENT5Cook, who has served on the Federal Reserve Board since 2022, was dismissed by PresidentTrump on Monday after he said he had received information that she had been involved inmortgage fraud.“You are hereby removed from your position on the Board of Governors of the FederalReserve, effective immediately,” Trump wrote in a letter that went online. He added that the accusations leveled against Cook called into question her “competenceand trustworthiness as a financial regulator.”In response, Cook has announced that she is refusing to go. Her attorney, Abbe Lowell, subsequently released a statement contending that “President Trump has no authority toremove Federal Reserve Governor Lisa Cook. His attempt to fire her, based solely on areferral letter, lacks any factual or legal basis.”Trump’s move to remove Cook is the newestdevelopment in a larger battle between thePresident and the Federal Reserve regardingpolicy and the makeup of the Board ofGovernors. Earlier this year Trump said he would like toalso get rid of Jerome Powell, the Chairman ofLisa Cook, former Federal Reserve Board member.Copyright: Courtesy of the Federal ReserveCopyright: Canva Pro

BUILTENVIRONMENT6the Fed, due to a disagreement over interest rates. The President asserted he wanted to seea 3% decrease in the Fed’s benchmark rate, substantially reducing it from the current 4.3%.The Fed Board declined to act on Trump’s suggestion and Powell said he was determined toremain at his post until his term ends in 2026. The President has also attacked the Chairmanfor the $2.5 billion renovation of the Fed's historic headquarters in Washington, which wasoriginally slated to cost $1.9 billion. “I didn’t see him as a guy that needed a palace to live in,” Trump remarked of the renovationoverseen by Powell. White House officials have since accused the Fed of mismanaging the renovation and ofpermitting work that was not identified in the project’s original planning documents. When a reporter asked if issues pertaining to the renovation might be seen as a fireableoffense as far as Powell goes, Trump remarked: “I think it sort of is.”The battle to replace Lisa Cook, meanwhile, seems destined to end with a judicial ruling. In astatement, Cook declared: “I will continue to carry out my duties to help the Americaneconomy as I have been doing since 2022.”Copyright: Canva Pro

Investors are weighing the implications.KeyBanc analysts John Vinh and RyanRosumny called the transaction “moderatelypositive,” noting in a report by SeekingAlpha that it removes uncertainty over priorCHIPS grants. FEATUREDPRE-BID PROJECTAn environmental study is being seen asthe next step in the long-planned buildingof a new freight rail line that would slicethrough a portion of northwestern NewMexico. The environmental study will be doneunder the auspices of the NationalEnvironmental Protection Act.What is being called the Four CornersRail Project would see the building of aroute to be connected to an existingBurlington Northern Santa Fe network. In late July, San Juan County announcedthat a feasibility study had confirmed thetechnical and economic viability of theproject.PLANNINGCONTINUES FORCONSTRUCTIONOF NEW FREIGHTRAIL LINE IN SANJUAN COUNTYBy Garry Boulard, Construction Reporter08/26/2025BUILTENVIRONMENT51More specifically, according to State ofNew Mexico documents, the 100-mile-long line would run along U.S. Route 491and New Mexico State Road 37, whilealso traversing a portion of NavajoNation land. The project has been in the talking stagefor more than a decade, with the initialprice tag thought to be somewherebetween $200 million to $300 million. That figure has since ballooned to $1billion.Supporters of the new line say it couldprove particularly important intransporting fertilizers, minerals, equipment and supplies, as well as metalsused for the construction of hydrogengenerators.Last October the federal Department ofTransportation announced it wasawarding a $4 million grant forpreliminary engineering and an analysisof potential routes to San Juan Countyfor the building of a portion of the linethat would stretch from Farmington toGallup.According to published reports, the initialdesign phase of the project could becompleted by early 2027.

BUILTENVIRONMENT70THE CARBONBEHIND THECURTAINIn our first article, The Fundamentals ofEmbodied Carbon, we unpacked whatembodied carbon is, why it matters and howit’s quietly shaping the environmental legacyof every building we build. We explored thecarbon footprint journey of gypsum boardand introduced life cycle assessments (LCAs)as the most powerful tool we have tomeasure and manage these impacts. In this second article, we take that next step.If LCAs tell the carbon story of a product, thenEnvironmental Product Declarations (EPDs)are the chapters we actually get to read. Butlike any technical document, EPDs come withtheir own language, assumptions and pitfalls. From industry averages to product-specificdata, from GWP to system boundaries, we’llbreak down what these documents reallymean and how to use them to make informed,lower-carbon design decisions. Because in aworld flooded with green claims andconfusing acronyms, clarity is very helpful.Environmental Product DeclarationsBy now, you’ve probably come across theacronym EPD, short for EnvironmentalProduct Declaration. It’s one of the mostvaluable tools we have in understandingembodied carbon. But in a world saturatedwith sustainability acronyms, it’s easy to getlost.CONTINUE READING >Copyright: Canva Pro

BUILTENVIRONMENTConfusion appears to be the order of theday with the Federal Register listing 407items containing steel or aluminum that arenow subject to a 50% tariff. The publication notes that the tariff appliesto those materials not just at the point ofbeing unloaded at any U.S. port, but alsowhile still being on a ship.As noted by the Data Digest, which ispublished by the Association of GeneralContractors, “previously, shipments intransit had a grace period.”NEW TARIFF IMPACTINGVARIETY OF PRODUCTSAS EUROPEAN SHIPPERSREDUCE PARCELSBy Garry Boulard, Construction Reporter08/26/2025Copyright: Canva proThe Federal Register posting notes thatmaterials considered as “steel or aluminumderivative products” are now subject to thenew tariffs. But so are products with steeland aluminum content.“Non-steel and non-aluminum content,”continues the document, “will remainsubject to the reciprocal and otherapplicable tariffs.”Meanwhile, parcel companies based inEurope have decided to suspend variousshipments to the U.S. due to the eliminationof the de minimis rule. That provision has allowed individualpackages with a dollar value of $800 or lessto enter the U.S. duty-free. Alreadyimpacting goods from China and Hong Kong, the new policy regarding the de minimis rulewill now be applied to all countries. The White House, in a fact sheet, hascharacterized the de minimis provision as a“catastrophic loophole” that has bothavoided tariff fees and allowed for theimportation of illicit fentanyl and othersynthetic opioids. But there may be consequences to doingaway with the de minimis provision, predictsUSA Today, forecasting that almost certainly“prices on imported low-cost goods arelikely to rise soon.”NEW MEXICO & NATIONALVENDORS / SUPPLIERS85
